\nAuthority (GRA) says it is developing an e-payment platform that will enable
\ntaxpayers in the informal sector to pay their taxes via mobile money. <\/p>\n
It also says it will introduce
\nelectronic point of sales devices to help capture Value Added Tax (VAT)
\ntransactions on a real time basis. <\/p>\n
Commissioner General of
\nGRA, Emmanuel Kofi Nti, disclosed this over the weekend in Koforidua at the
\nopening of a two-day workshop sponsored by his outfit for members of the
\nPrivate Newspaper Publishers Association of Ghana (PRINPAG) on the theme:
\n\u201cBrining the informal sector into the tax net \u2013 the role of the media\u201d. <\/p>\n
In April this year, he
\nsaid the GRA launched its prosecution policy to alert tax defaulters that the
\nGRA did not only bark but could also \u2018bite hard\u2019. <\/p>\n
Mr. Nti added that
\nPresident Akufo-Addo\u2019s vision of a Ghana beyond aid would fail to materialise
\nif citizens continued to evade the payment of taxes. <\/p>\n
He challenged members of
\nPRINPAG to honour their tax obligations in order to have the moral fortitude to
\nbe able to report on tax issues. <\/p>\n
\u201cBeginning Tuesday, I
\nexpect you to rush to the MTOs or STOs to settle your outstanding and current
\nliabilities to the full \u2026\u201d he appealed. <\/p>\n
In an address, Eastern
\nRegional Minister Eric Kwakye Darfour said the 80 per cent of the Ghanaian
\nworkforce who were in the informal sector had a great potential for necessary
\ndomestic revenue mobilisation and reducing the huge budget deficit. <\/p>\n
\u201cStudies have established
\nthat the factors that make the informal sector hard to tax were very high in
\nGhana as a result of the predominance of cash transactions, poor record
\nkeeping, high illiteracy rate, little or no barriers to entry, lack of laid-down
\nprocedures, ignorance of tax laws and the peripatetic nature of the
\ninformal\u00a0 sector in Ghana,\u201d he stated,
\nadding that the effective\u00a0 and efficient
\nimposition of income tax on the informal sector held the great prospect of
\nclosing the yawning\u00a0 gap in domestic
\nrevenue generation. <\/p>\n
Andrew Edwin Arthur,
\nPresident of PRINPAG, touched on the need for media training institutions to incorporate
\nspecialised reporting in their curricula so student journalists could do better
\nreports on the varied sectors of the economy including agriculture, banking,
\nthe road sector and employment, just to mention a few. <\/p>\n
He also mentioned that
\ncollaboration and co-ordination between personnel of the Customs Division of
\nthe GRA and other security agencies was very crucial\u2026 <\/p>\n
\u201cOne\u00a0 other factor that affects revenue
\nmobilisation\u00a0 and which discourages
\npeople from volunteering information that could lead to the arrest of tax
\nevaders is the issue of the confidentiality and the protection of
\nwhistleblowers, which is sometimes compromised, thereby exposing whistleblowers
\nto the dangers of attacks and insults,\u201d he stressed.<\/p>\n
Furthermore, the PRINPAG president complained that the perceived misapplication and mismanagement of public revenue demoralises taxpayers to honour tax obligations, particularly due to the flamboyant lifestyles of some politicians.<\/p>\n
