The team conducting the inquiry comprises<br \/>\ninsurance investigation experts, officials of the Energy and Finance ministries<br \/>\nand officials of the ECG and MIDA as well. The inquiry will determine the<br \/>\nnature of the breaches and advise on suggested next steps. By Tuesday, the team<br \/>\nis expected in DOHA-Qatar as part of the inquiry. All interested parties are<br \/>\ncooperating with the inquiry at this stage.<\/p>\n<p>2.A<br \/>\nsecond team has been tasked to continue engagement with the American government<br \/>\nthrough its agency the Millennium Challenge Corporation. This engagement is<br \/>\nabout the possible next steps after the inquiry and channels for sharing<br \/>\ninformation as part of this inquiry. That team is expected to also be in the<br \/>\nUSA possibly next week as part of their engagement.<\/p>\n<p>3.Final<br \/>\nefforts to ensure a smooth transition between ECG and PDS officials are<br \/>\nproceeding without incident.<\/p>\n<p>4.We<br \/>\nreiterate that this breach was discovered by the due diligence of the Ghanaian<br \/>\nauthorities through ECG and with the support of state agencies. <\/p>\n<p>A.For<br \/>\nthe avoidance of doubt, the provision of the payment guarantee has always been<br \/>\na condition precedent and was never changed to a condition subsequent as being<br \/>\nspeculated by some persons. <\/p>\n<p>B.<br \/>\nInitial Due Diligence led by the transaction advisors did not detect anything<br \/>\nwrong with it.<\/p>\n<p>C.The<br \/>\nsecond level checks (this time led by the Ghana side) initially yielded a<br \/>\nresponse from Al-Koot confirming the guarantee.<\/p>\n<p>D.It<br \/>\nwas a third level check by the Ghana side that detected anomalies within<br \/>\nAl-koot thereby triggering a fourth level check.<\/p>\n<p>E.The<br \/>\nfourth level check involved sending an initial team from the Ghana Mission in<br \/>\nQatar to engage with Al-koot officials for further verification.
