Njack Kane<\/strong><\/em>\u2018<\/strong><\/p>\n

CHIEF EXECUTIVE Officer (CEO) of Intervalle Geneve SA, Njack Kane, has
\nurged Ghana and other sub-Saharan African nations to work to attain rice
\nself-sufficiency.<\/p>\n

Mr. Kane, a Senegalese and one of Africa\u2019s largest rice importers, made
\nthe call recently at Aburi in the Eastern Region in an interview with DAILY
\nGUIDE<\/em><\/strong> on the sidelines of a meeting organised by the John Agyekum
\nKufuor (JAK) Foundation.<\/p>\n

The meeting brought together key stakeholders \u2013 including the Ghana Rice
\nInter-Professional Body (GRIB), ADB, MoFA, the School Feeding Programme \u2013 from
\nacross Ghana to deliberate on how best to build a sustainable value chain in
\nthe nation\u2019s rice sector through policy and advocacy.<\/p>\n

Ghana has envisaged attaining rice self-sufficiency by 2023 as indicated
\nby the Minister of Food and Agriculture, Dr. Owusu Afriyie Akoto.<\/p>\n

The minister projected that domestic rice production would increase from
\nthe current 456,000 metric tonnes of milled rice and reach self-sufficiency by
\nproducing 1,665,000 metric tonnes by 2023.<\/p>\n

Various initiatives being undertaken by government are anticipated to
\nincrease production to address current deficit level of 656,000 metric tonnes
\nto a surplus of 365,230 metric tonnes in 2023.<\/p>\n

But Mr. Kane said African governments should move beyond the perennial
\ntalk shows to practical action.<\/p>\n

He reminded leaders on the continent that the shortage of rice in the
\npast have led to toppling of some governments specifically in Liberia and
\nSierra Leone and that if care was not taken, a similar thing could happen
\nagain.<\/p>\n

\u2018Irrigation Needed\u2019<\/strong><\/p>\n

According to
\nhim, \u201cWe all know in order to make it happen, we need irrigation scheme; you
\ncannot depend on rain especially in the climate change era. So it has to be
\nirrigation.\u201d<\/p>\n

Noting that
\nthe cost of irrigation was too high, he said no private sector person could
\nsingle-handedly do that.<\/p>\n

Partnership<\/strong><\/p>\n

According to
\nhim, \u201cGovernment cannot grow rice; government cannot sell rice. Government has
\nto establish the enabling environment and provide infrastructure; then clear
\nvisibility for long-term investors \u2013 both national and international to come
\nmassively into the financial scheme. Unless this happen, we will keep talking;
\nwe will keep making promises.\u201d<\/p>\n

He said in
\nWest Africa it was only Ghana and two other nations that have taken the right
\nmeasure to achieve self-sufficiency.<\/p>\n

But he noted
\nthat it should not only be the Ghanaian government\u2019s decision to achieve rice
\nself-sufficiency but also all stakeholders including civil society and private
\nsector.<\/p>\n

He called
\nfor the protection of the rice market in West Africa and Ghana and the creation
\nof an internal competition. <\/p>\n

Coordinator of the Ghana Rice Project, Ebo Graham, urged public private partnership (PPP) to promote and sustain rice production on the continent.<\/p>\n
