The Ningo-Prampram District Assembly will from July this year start a Land and House Ownership Scheme<\/figcaption><\/figure>\n<\/div>\n

The Ningo-Prampram District Assembly (NiPDA) will,
\nfrom July this year, start a Land and House Ownership Scheme under the Planned
\nCity Extension Project aimed at providing up to 500,000 affordable houses and
\nserviced plots across the district and adjoining districts. <\/p>\n

The project, which is under the auspices of the
\nMinistry of Local Government, with support from the UN-Habitat, is estimated to
\ncost US4.8 billion and be completed within the next 20 years. <\/p>\n

According to the District Chief Executive, Jonathan
\nTei-Doku, the housing units to be provided, will range from apartments
\nbuildings, to semi-detached and fully detached homes, which will be sold on
\nrent-to-own basis over the 20-year instalment period.<\/p>\n

This, he said, is to make it convenient for lower to
\nmiddle income earning Ghanaians, particular those who hail from Ningo-Prampram
\nto easily own homes.<\/p>\n

\u201cAs part of its objectives, the project has
\npositioned itself to help address the acute shortage of descent affordable
\naccommodation for the lower and middle income groups with adequate
\ninfrastructure and services,\u201d the project document available to Adom News said.\n<\/p>\n

In addition to the houses to be built by the private
\nreal estate developer partner of the Assembly, there would also be fully
\nserviced plots, which would also be sold on same terms, but buyers would be
\nrequired to build homes consistent with standards and specifications of the
\nproject.<\/p>\n

The project\u2019s main objective is to have a fully
\nplanned out City-District to prevent haphazard development and sprawling of slums
\nas in other parts of Accra. <\/p>\n

Its key strategy is to unlock land values to finance
\ninfrastructure and improve revenue collection by the Assembly through
\nbetterment levies pursuant to Section 12 (3), Section 208 (1) & (2) and
\nSection 209 (1) and (2) of the Local Governance Act, 2016, (Act 936) with
\nAmendment (Act 940).<\/p>\n

The project is expected to be done in phases after
\nthe completion of the development and design of the Master Plan and all
\nengineering studies and designs, which includes integrated infrastructure
\nmasterplan, comprising Roads and Drainage Masterplan, and similar plans for
\npower, water and telecommunications.\u00a0 <\/p>\n

Project Manager, Danny Ohene Aidoo told Adom News
\nthe intention is to \u201cmake Ningo-Prampram and the north eastern part of Accra
\nthe hub of West Africa trade, finance, aviation, tourism and urban agriculture,
\nby servicing the 126sqkm area with first class vital infrastructure such as
\nroads, drains, sewerage, fibre optics outlay, streetlights and more.\u201d <\/p>\n

He said this offers an unprecedented opportunity to
\naddress rapid urbanization in Ghana, making efficient use of land while
\nprotecting environmentally sensitive areas and agricultural lands. <\/p>\n

According to him, as part of the project, the
\nProject Management Centre (PMC) has created land banks, where several land
\nowners (families and individuals) have pledged their lands for participation in
\nthe project after several stakeholder meetings since 2014. <\/p>\n

He said the Assembly has \u201cno objection\u201d and advice
\nfrom the Ministry of Local Government and Rural Development and the Ministry of
\nFinance\u00a0 respectively to proceed with its
\nLand and House Ownership Scheme (LAHOSE) for the purposes of achieving the objectives
\nof the project. <\/p>\n

Litigation-free lands<\/p>\n

The Project Manager assured prospective clients that
\nlands so acquired under the scheme, are all litigation-free and have been
\ncarefully selected and duly negotiated based on the projects objectives, and
\ncovered by agreements. <\/p>\n

\u201cSo far we have over 20,000 acres of land spread
\nacross the entire district and adjoining districts for this project and so we
\nare confident we can provide between 300,000 to 500,000 houses and fully
\nserviced plots, which would include two-bedroom and three-bedroom flats,
\ntwo-bedroom and three-bedroom fully detached and semi-detached houses,\u201d he
\nsaid.<\/p>\n

Private-led model<\/p>\n

Danny Ohene Aidoo explains that the project will be
\nprivate-sector-led, and the reason is to eliminate political risks and yet
\nreceive all the support from both the local and central government.<\/p>\n

\u00a0The
\ndevelopers are LAHOSE GH LTD and its partners, SRAM & MRAM, Top
\nInternationa Engineering Ltd and Daystar Communities. <\/p>\n

\u00a0\u00a0\u201cThe project engineering consortium,
\ncomprising of top and seasoned Ghanaian engineers,<\/p>\n

\u00a0\u00a0\u00a0 architects
\nand planners led by Watertech Ltd have already begun strategic and technical<\/p>\n

\u00a0\u00a0\u00a0 meetings
\nas part of the preparatory activities,\u201d the Project Manager said.<\/p>\n

He is confident, that unlike previous similar
\nprojects, which were state-led which had several challenges, the
\nprivate-sector-led model would guarantee success and would reduce the over two
\nmillion national housing deficit by a considerable percentage.<\/p>\n

Affordability<\/p>\n

In terms of cost per unit, Danny Ohene Aidoo said
\none-bed room flat would go for GHC 750, two-bedroom in a flat would go for
\nabout GHC1,080 a month for 20 years, while a three-bedroom in a flat goes for
\nGHC1,200 a month for same period, at the end of which the tenant becomes the
\nowner. <\/p>\n

He also said the two bedroom fully detached houses
\nwill go for GHC1,500 a month for 20 years, while three-bedroom fully detaches
\nhomes go for GHC1,775 a month for same period. <\/p>\n

\u201cServiced plots of land would also go for GHC14 a
\nday, which comes about GHC409 a month for 20 years and the buyer becomes the
\nowner. Other terms and conditions apply\u201d he said.\u00a0\u00a0 <\/p>\n

Local content and jobs<\/p>\n

The project document noted that about 70 per cent of
\nthe houses and other infrastructure are expected to be provided by local
\nindustry players and that is expected to create at least 50,000 jobs in total. <\/p>\n

Danny Ohene Aidoo said interested persons can apply
\neither via the project website, or on the project App on both Google Play Store
\nand Apple Store or pick forms at various designated points like CAL Bank, GCB
\nBank, Republic Bank, Stanbic Bank and Ghana Post at a cost of Ghc 499.<\/p>\n

\u201cApplicants can also apply and payment made for
\nregistration by dialing the Short Code *789*987# and follow prompts,\u201d he said.<\/p>\n

According to him, applicants have a maximum of two months to commence payment of their monthly rentals, while the project managers also have an obligation to deliver properties within a maximum of 48 months.<\/p>\n
