When you look at some of the problems we have in this country, we usually talk about corruption. And when you look at corruption, let\u2019s be honest to ourselves, over 90% of it has to do with corruption. It\u2019s really a procurement problem. The biggest enemy of corruption is transparency. This system apart from enhancing transparency also enhances coordination or competition\u201d.
