Almost all governments have set up commissions of inquiry to find out how to improve Policing in Ghana but all the recommendations that were made were not implemented.<\/p>\n<p>\u201cIt started from 1959, all the way to 1986 when JJ Rawlings asked Justice Archer to look at the state of policing in Ghana. Archer made several recommendations and the Rawlings administration issued a government paper. One of the recommendations was that by 1991 we should have 40,000 Police officers.<\/p>\n<p>\u201cBut if you look at our population in 1991 with the 40,000 police officers requirement, then you compare to the population in 2018 with 33,000, it means we haven\u2019t acted seriously towards the problem. We do things in an ad hoc manner, the talk is too much. We like talking more than making the interventions that will bring about substantive and quantifiable change.
