{"id":462179,"date":"2018-02-07T09:30:20","date_gmt":"2018-02-07T09:30:20","guid":{"rendered":"https:\/\/ghana-mma.com\/2018\/02\/07\/ghc53-1m-scandal-hits-mdas-general-news-2018-02-07\/"},"modified":"2018-02-07T09:30:20","modified_gmt":"2018-02-07T09:30:20","slug":"ghc53-1m-scandal-hits-mdas-general-news-2018-02-07","status":"publish","type":"post","link":"https:\/\/www.ghanamma.com\/2018\/02\/07\/ghc53-1m-scandal-hits-mdas-general-news-2018-02-07\/","title":{"rendered":"GHC53.1m scandal hits MDAs | General News 2018-02-07"},"content":{"rendered":"<p><\/p>\n<div id=\"medsection1\">\n<!-- End of html generated by this->header() --><\/p>\n<p class=\"floatLeft\">General News of Wednesday,  7 February 2018<\/p>\n<p class=\"floatRight\"><strong>Source: <\/strong>thefinderonline.com<\/p>\n<p>2018-02-07<\/p>\n<div class=\"article-left\">\n<p class=\"article-image\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/ghanamma.com\/wp-content\/uploads\/2018\/02\/11634877.295.jpg\" alt=\"Daniel Domelevopowers\" title=\"Daniel Domelevopowers\" width=\"295\" height=\"198\" \/><span class=\"play-icon\">play video<\/span><span class=\"image_caption\"><span>Daniel Yaw Domelevo, Auditor-General<\/span><\/span><\/p>\n<div class=\"noPrint\">\n<div id=\"537626303\" style=\"width:300;height:250;margin:0;padding:0\">\n<p>\t\t  <noscript><iframe loading=\"lazy\" id=\"b2ad7fa7fd\" name=\"b2ad7fa7fd\" src=\"http:\/\/ghanaweb-d.openx.net\/w\/1.0\/afr?auid=537626303&amp;cb=151125813973067\" frameborder=\"0\" scrolling=\"no\" width=\"300\" height=\"250\"><a href=\"\/\/ghanaweb-d.openx.net\/w\/1.0\/rc?cs=b2ad7fa7fd&amp;cb=151125813973067\"><\/p>\n<p>\t\t  <img decoding=\"async\" src=\"https:\/\/ghanamma.com\/wp-content\/uploads\/2018\/02\/1517995820_37_ai\" border=\"0\" alt=\"\" \/><\/a><\/iframe><\/noscript><\/p><\/div>\n<\/p><\/div>\n<\/div>\n<p style=\"clear:right\"> While struggling to retrieve the GH\u00a251.2 million wrongfully paid to embattled businessman Alfred Agbesi Woyome, public institutions have overpaid some contractors and suppliers to the tune of GH\u00a253.1 million (GH\u00a253,178,715.42).<\/p>\n<p>The Ministry of Roads and Highways alone made overpayments on contracts totalling GH\u00a239.8 million (GH\u00a239,814,324.64).<\/p>\n<p>The breakdown is as follows: Department of Feeder Road &#8211; GH\u00a26 million (GH\u00a26,647,979.79); and Department of Urban Road &#8211; GH\u00a233.1 million (GH\u00a233,166,344.85).<\/p>\n<p><b>Infralocks Ltd overpaid GH\u00a22m<\/b><\/p>\n<p>Infralocks Limited, which was awarded a GH\u00a215.6 million contract by the Ministry of Energy for the supply of Pole Mounted Transformers, was paid GH\u00a217.9 million (GH\u00a217,967,313.97), resulting in an overpayment of GH\u00a22,032,686.03, which the Auditor-General said should be recovered from the company.<\/p>\n<p><b>Busi &amp; Stephenson Ghana Limited overpaid by GH\u00a2343,071.94<\/b><\/p>\n<p>It was realized that Busi &amp; Stephenson Ghana Limited, which was awarded a contract by the Energy Ministry to supply treated wooden poles and stay blocks, was overpaid by GH\u00a2343,071.94.<\/p>\n<p><b>UCL Ltd overpaid by GH\u00a22.1m<\/b><\/p>\n<p>The Energy Ministry contracted UCL Limited for the supply of aluminium conductors, and ended up overpaying the contract sum by GH\u00a22.1 million (GH\u00a22,101,383.75).<\/p>\n<p>The Auditor-General is to issue surcharge against the person who authorised or made the payment or the one who received the payment.<\/p>\n<p>Persons surcharged have up to 60 days to challenge the conclusions of the Auditor-General in a high court or pay up the money.<\/p>\n<p>Daniel Yaw Domelevo, the Auditor-General, announced this at a media encounter to officially inform the public that the Auditor-General\u2019s report on MDAs liabilities as of December 31, 2016 has been presented to parliament. GH\u00a2771m double claims rejected.<\/p>\n<p>Out of the GH\u00a25.4 billion (GH\u00a25,479,253,011.26) rejected due to the absence of relevant documentation (such as warrants, contract documents, invoices, procurement records, SRAs, etc), use of projected contract cost and goods not supplied, GH\u00a2771 million (GH\u00a2771,938, 637.34) were claims which had already been paid for.<\/p>\n<p>Domelevo could not fathom why officials submitted claims which had already been paid for, and suspects fraud.<\/p>\n<p><iframe loading=\"lazy\" src=\"https:\/\/content.jwplatform.com\/players\/MceMuMPP-GtVgZhNx.html\" width=\"600\" height=\"350\" frameborder=\"0\" scrolling=\"auto\" allowfullscreen=\"\" style=\"position:absolute;\"><\/iframe><\/p>\n<p>The total outstanding commitments submitted by the Ministries, Department and Agencies (MDAs) through the Ministry of Finance to the Audit Service amounted to of GH\u00a211.2 billion (GH\u00a211,279,183,400.09).<\/p>\n<p>The team of auditors demanded from each MDA their outstanding commitments, and the total amounted to GH\u00a29.9 billion (GH\u00a29,933,311,177.13).<\/p>\n<p>After the validation, a total of GH\u00a25,570,594,500.24 was certified for payment. The Auditor-General issued management letters to each of the MDAs, and some of them were able to provide documentations acceptable to the Auditor-General, who took the feedback into consideration in preparing the revised report.<\/p>\n<p>At the conclusion of the audit, out of a total claim of GH\u00a211.8 million (GH\u00a211,810,579,603.55) submitted by the Ministry of Finance to the Audit Service, it was able to certify a total of GH\u00a26.3 million (GH\u00a26,331,326,592.29).<\/p>\n<p>\u201cThe basis of our rejection, amounting to GH\u00a25.4 billion (GH\u00a25,479,253,011.26), was due to the absence of relevant documentations (such as warrants, contract documents, invoices, procurement records, SRAs, etc), use of projected contract cost, goods not supplied and claims which had already been paid-for.\u201d<\/p>\n<p><iframe loading=\"lazy\" src=\"https:\/\/content.jwplatform.com\/players\/qVptxUaw-GtVgZhNx.html\" width=\"600\" height=\"350\" frameborder=\"0\" scrolling=\"auto\" allowfullscreen=\"\" style=\"position:absolute;\"><\/iframe><\/p>\n<p><b>GH\u00a21.4bn disparities between MDAs and Finance Ministry<\/b><\/p>\n<p>There was a whopping GH\u00a21.4 billion (GH\u00a21,429,370,774.13) difference between the figures submitted to the Auditor-General by the Finance Ministry and MDAs.<\/p>\n<p>The final figure from the Ministry of Finance was GH\u00a211.8 billion (GH\u00a211,810,579,603.55) higher than the GH\u00a210.3 billion (GH\u00a210,381,208,829.42) from the MDAs.<\/p>\n<p>Domelevo, who could not fathom the cause of the disparities, said the Finance Ministry needs to explain it.<\/p>\n<p><b>Audit Service seeks fiat to prosecute offenders<\/b><\/p>\n<p>He disclosed that the Audit Service has applied to the Attorney-General for a fiat to empower the service prosecute offenders.<\/p>\n<p>\u201cIf a fiat is given by the Attorney-General to Audit Service just like it has been given to the police and others to prosecute\u2026which I have actually applied for, you will see me in action,\u201d he said. Top 5 disallowances<\/p>\n<p>The top five disallowances are Ministry of Health &#8211; GH\u00a21 billion<\/p>\n<p>(GH\u00a21,095,249,602.95); Statutory Funds &#8211; GH\u00a2667 million (GH\u00a2667,373,183.84); Ministry of Education &#8211; GH\u00a2541 million (GH\u00a2541,482,942.65); and Ministry of Energy &#8211; GH\u00a2307 million (GH\u00a2307,265,419.16).<\/p>\n<p>These five MDAs accounted for GH\u00a22.9 billion (GH\u00a22,904,371,901.60) of the GH\u00a25.4 billion rejected.<\/p>\n<p><iframe loading=\"lazy\" src=\"https:\/\/content.jwplatform.com\/players\/9jVA73BT-GtVgZhNx.html\" width=\"600\" height=\"350\" frameborder=\"0\" scrolling=\"auto\" allowfullscreen=\"\" style=\"position:absolute;\"><\/iframe><\/p>\n<p><b>5 Other areas<\/b><\/p>\n<p>Other sensitive institutions with rejected claims are Ministry of Gender, Children &amp; Social Protection &#8211; GH\u00a2224 million (GH\u00a2 224,574,128.29); Ministry of Defence &#8211; GH\u00a2139 million (GH\u00a2139,890,885.93); Ministry of Finance &#8211; GH\u00a295 million (GH\u00a295,849,052.60); Office of Government Machinery &#8211; GH\u00a254 million (GH\u00a254,186,836.96); and Ministry of Foreign Affairs &#8211; GH\u00a26.2 million (GH\u00a26,273,286.23).<\/p>\n<p><b>4 MDAs are cleans<\/b><\/p>\n<p>The Ministry of Fisheries and Aquaculture, Judicial Service, Audit Service and the Commission on Human Rights and Administrative Justice are not culprits of the rejected claims.<\/p>\n<p><b>Bad contracts signed<\/b><\/p>\n<p>According to Domelevo, contracts were signed under varied terms, some of which were harsh and placed government in a weaker position. For example, he said, terms such as \u201cindexation to foreign currency\u201d, \u201cinterest on delayed payments\u201d, \u201cadvance mobilisation\u201d, \u201cprice variations\u201d, \u201caward of contract in foreign currency\u201d, etc, all tend to unduly increase government liabilities. No value for money<\/p>\n<p>He explained that some judgement debts reviewed also attested to the fact that some Principal Spending Officers committed government without due regard to value for money.<\/p>\n<p>\u201cAn instance is the judgement debt of $1.1 million ($1,111,834.2) in the case between Media General Ghana Ltd vrs.
