GAF not aware of Hannah Tetteh signed Ghana-U.S. military pact – Nitiwul reveals

A military relationship agreement signed between Ghana and the United States of America in Stuttgart on April 13, 2015 and entered into force on April 28, 2015 was done in secret, Minister for Defense, Dominic Nitiwul has said.

In a shocking revelation to Parliament, Friday, Mr. Nitiwul said documents covering the said agreement are nowhere to be found in his ministry as well as that of the Ministry of Foreign Affairs and Regional Integration.

The said agreement, he averred, was signed by the then Minister of Foreign Affairs and Regional Integration, Hannah Tetteh on behalf of the Government of the Republic of Ghana and a representative of the United States Department of Defense on behalf of the Government of the United States of America.

The said agreement, he added, was done on the blind side of the Ghana Armed Forces (GAF).

Nitiwul was reacting to concerns raised by a cross section of the public that the country has sold its sovereignty to the American Government in a recent military relationship agreement between the two countries that needed to be ratified by Parliament.

On April 13, 2015, Ghana signed an Acquisition and Cross-Servicing Agreement (ACSA) with the American Government in Stuttgart, Germany. That agreement entered into force on April 28, 2015.

The agreement served as an initial step for enhanced partnership and security cooperation between Ghana and the United States of America.

Nitiwul commenting further told the legislature that had it not been the American Government, he wouldn’t have laid his hands on a copy of the said agreement to abreast himself with the details.

“Without the help of the Americans, Ghana did not even know they’ve signed their rights away”, he noted.
