{"id":421998,"date":"2017-09-25T14:10:45","date_gmt":"2017-09-25T14:10:45","guid":{"rendered":"https:\/\/ghana-mma.com\/2017\/09\/25\/controversial-72m-ssnit-software-working-despite-earlier-claim\/"},"modified":"2017-09-25T14:10:45","modified_gmt":"2017-09-25T14:10:45","slug":"controversial-72m-ssnit-software-working-despite-earlier-claim","status":"publish","type":"post","link":"https:\/\/www.ghanamma.com\/2017\/09\/25\/controversial-72m-ssnit-software-working-despite-earlier-claim\/","title":{"rendered":"Controversial $72m SSNIT software working despite earlier claim"},"content":{"rendered":"<p><\/p>\n<div>\n<p>The controversial $72 million software procured by the Social Security and National Insurance Trust (SSNIT) is functioning despite an earlier claim to the contrary.<\/p>\n<p>Investigations by Joy News have revealed key modules of the Operating Business Suite (OBS) are working to expectation.<\/p>\n<p>Out of the total 14 modules of the OBS, only one module &#8211; the compliance module &#8211; is yet to function at full capacity.<\/p>\n<p><!-- \/1002554\/Myjoyonline.com_InArticle_300x250 --><\/p>\n<p>Related Article: Former SSNIT Boss rejects claim \u2018expensive\u2019 software not functioning <\/p>\n<p><img decoding=\"async\" alt=\"\" src=\"https:\/\/ghanamma.com\/wp-content\/uploads\/2017\/09\/1506090373_515_1176134636573_7034899622771.jpg\" style=\"border-style:solid; border-width:5px; height:400px; width:600px\" \/><\/p>\n<p><b>Current SSNIT Director-General Dr John Kojo Ofori Tenkorang<\/b><\/p>\n<p>The revelation was made by Joy News\u2019 Evans Mensah, Kwetey Nartey and host of Joy FM\u2019s Super Morning Show, Kojo Yankson after weeks of painstakingly probing the claim made by the current SSNIT management.<\/p>\n<p>Current SSNIT Director-General,\u00a0Dr John Kojo Ofori Tenkorang told Joy News in August, the entire software is not functioning despite the huge money spent on it.<\/p>\n<p>Related Article: I&#8217;m still paying cash for faulty $72m software \u2013 New SSNIT boss<\/p>\n<p>He said the non-functioning of the software is due to alterations made on it and some legal regime regulating their operations.<\/p>\n<p><img decoding=\"async\" alt=\"\" src=\"https:\/\/ghanamma.com\/wp-content\/uploads\/2017\/09\/2018994704923_6403247936421.jpg\" style=\"border-style:solid; border-width:5px; height:411px; width:620px\" \/><\/p>\n<p><b>Former SSNIT boss, Ernest Thompson<\/b><\/p>\n<p>But his predecessor, Ernest Thompson dismissed the claim, saying he was aware only one module was challenged.<\/p>\n<p>\u201cWhen I was in office, we realized that, that particular module was not giving us the correct figures that we wanted,\u201d he told Joy News.<\/p>\n<p>The initial cost of the software procured to automate processes at SSNIT was $34 million when it was awarded to Perfect Business Systems and Silver Lake Consortium in 2012. But this ballooned to $72 million, creating disaffection for the Trust.<\/p>\n<p>Joy News\u2019 Kwetey Nartey visited some SSNIT branches to access his pension contributions and expressed fascination at the speed his statement was printed.<\/p>\n<p>He said: \u201cwithin less than a minute I had my statement in hand\u2026and updated my records.\u201d<\/p>\n<p>Joy News also established that the same SSNIT OBS was used by government to rid\u00a0the payroll of over 50,000 ghost names.<\/p>\n<p>A statement by the Finance Ministry said the cleaning of government\u2019s payroll saved the country some \u00a235 million.<\/p>\n<p>Joy News\u2019 Evans Mensah was emphatic that it will be bluntly \u201cerroneous to simply say the OBS isn\u2019t working without specifying which module is not working.\u201d<\/p>\n<p>But acting Corporate Affairs Director at SSNIT, Victoria Abedu said their argument was not that the entire software was not functioning.<\/p>\n<p>\u201cThe system is not as we were thinking [and] we have always indicated that the system is working but some are not functional,\u201d she clarified.<\/p>\n<p>She defended the claim made by Dr Tenkorang, saying her boss was rather making reference to those systems that were not working.<\/p>\n<p>Mrs Abedu said the non-functioning of the compliance module could derail the progress of the Trust if it is not addressed.<\/p>\n<p>\u201cCompliance is a big deal when it comes to social security operation so when the compliance module is not working then that is a big loss to SSNIT,\u201d she said.<\/p>\n<\/div>\n<p>\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<a style=\"display:none\" rel=\"follow\" href=\"http:\/\/megatheme.ir\/\" title=\"\u0642\u0627\u0644\u0628 \u0648\u0631\u062f\u067e\u0631\u0633\">\u0642\u0627\u0644\u0628 \u0648\u0631\u062f\u067e\u0631\u0633<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The controversial $72 million software procured by the Social Security and National Insurance Trust (SSNIT) is functioning despite an earlier claim to the contrary.
