{"id":415726,"date":"2017-09-07T11:57:29","date_gmt":"2017-09-07T11:57:29","guid":{"rendered":"https:\/\/ghana-mma.com\/2017\/09\/07\/mcdan-loan-cocobod-doesnt-need-ppa-approval-govt\/"},"modified":"2017-09-07T11:57:29","modified_gmt":"2017-09-07T11:57:29","slug":"mcdan-loan-cocobod-doesnt-need-ppa-approval-govt","status":"publish","type":"post","link":"https:\/\/www.ghanamma.com\/2017\/09\/07\/mcdan-loan-cocobod-doesnt-need-ppa-approval-govt\/","title":{"rendered":"McDan loan: COCOBOD doesn\u2019t need PPA approval \u2013 Gov\u2019t"},"content":{"rendered":"<p><\/p>\n<div>\n<div class=\"td-post-featured-image\"><a href=\"http:\/\/www.adomonline.com\/ghana-news\/wp-content\/uploads\/2017\/05\/kwajo-opong-nkrumah.jpeg\" data-caption=\"\"><img loading=\"lazy\" decoding=\"async\" width=\"540\" height=\"433\" class=\"entry-thumb td-modal-image\" src=\"https:\/\/ghanamma.com\/wp-content\/uploads\/2017\/09\/xkwajo-opong-nkrumah.jpeg.pagespeed.ic.IBqC0cLBf9.jpg\" alt=\"\" title=\"kwajo opong nkrumah\" data-pagespeed-url-hash=\"450450222\" onload=\"pagespeed.CriticalImages.checkImageForCriticality(this);\"\/><\/a><\/div>\n<p>The Ghana Cocoa Board (COCOBOD) does not need the approval of the Public Procurement Authority (PPA) to engage the services of McDan Shipping Company Limited,\u201d a deputy Minister of Information Kojo Oppong Nkrumah has said.<\/p>\n<p>His comments were in reaction to allegations by the Minority in Parliament that COCOBOD awarded the shipping company a clearing contract without following the procurement process.<\/p>\n<p>Addressing a news conference Tuesday, the Minority leader Haruna Iddrisu alleged among other things that Finance Minister Ken Ofori-Atta issued a letter to the Managing Director of ADB to grant GH\u00a210million loan to the shipping company to finance a contract with COCOBOD.<\/p>\n<p>This, he said, \u00a0was in breach of the country\u2019s financial laws.<\/p>\n<p>He said, \u201cSerious question arise that seem to be whether they have demonstrated respect to our procurement processes. The breach is an affront to corporate governance processes and procedures in our country.\u201d<\/p>\n<p>In his reaction, Mr. Oppong Nkrumah said, \u201cCOCOBOD has a pool of clearing agents that it uses to clear its items that arrive at the port. That is the transactions that was involved in this particular instance. And I am asking a specific question\u2026since when has COCOBOD allocations to any of its clearing agents viewed as a contract that goes for tender? It has never happened. It is not today. This is years gone by that you have a pool and you assign each of them to list or evacuate these or to clear from the port.<\/p>\n<p>\u201cThis process is something COCOBOD has been doing for decades now because there is a framework within which they do it. It is not viewed as contract that goes to PPA for approval\u2026it is not today.
