{"id":414724,"date":"2017-09-05T06:44:00","date_gmt":"2017-09-05T06:44:00","guid":{"rendered":"https:\/\/ghana-mma.com\/2017\/09\/05\/exclusive-how-cost-of-ssnits-faulty-software-jumped-from-34m-to-over-66m\/"},"modified":"2017-09-05T06:44:00","modified_gmt":"2017-09-05T06:44:00","slug":"exclusive-how-cost-of-ssnits-faulty-software-jumped-from-34m-to-over-66m","status":"publish","type":"post","link":"https:\/\/www.ghanamma.com\/2017\/09\/05\/exclusive-how-cost-of-ssnits-faulty-software-jumped-from-34m-to-over-66m\/","title":{"rendered":"Exclusive: How cost of SSNIT\u2019s \u2018faulty\u2019 software jumped from $34m to over $66m"},"content":{"rendered":"<p><\/p>\n<div>\n<p>The Social Security and National Insurance Trust (SSNIT) spent $66 million on\u00a0the acquisition of a faulty software, nearly two times the price\u00a0it had earlier on budgeted for.<\/p>\n<p>Documents intercepted by Joy News revealed SSNIT had budgeted $34,011,914.21 in 2012 for the procurement of Operational Business Suite, a technology that would automate its processes.<\/p>\n<p>The contract awarded to Perfect Business Solutions Limited included the provision of Pension Administration Solution, Mobile Registration Workstations, Desktop Registration Workstations, Biometric Solutions and Card Printers among others.<\/p>\n<p><!-- \/1002554\/Myjoyonline.com_InArticle_300x250 --><\/p>\n<p><img decoding=\"async\" alt=\"\" src=\"https:\/\/ghanamma.com\/wp-content\/uploads\/2017\/09\/2630075259754_2221856778125.jpg\" style=\"border-style:solid; border-width:5px; height:638px; width:467px\" data-pagespeed-url-hash=\"1578225862\" onload=\"pagespeed.CriticalImages.checkImageForCriticality(this);\" \/><\/p>\n<p>The deal was endorsed by two key officers of the Trust, the Director-General, Dr Frank Odoom and Acting Corporate Law Manager, Jaezi Orleans-Lindsay.<\/p>\n<p>But four years after the deal was sealed and delivered, the cost\u00a0shot up by $32 million.<\/p>\n<p>Dr Odoom\u2019s successor, Ernest Thompson has justified the $66 million expended on the OBS, saying it has brought relief to contributors and pensioners.<\/p>\n<p>\u201cSeriously speaking, it is not a very simple software,\u201d he told Joy News Wednesday.<\/p>\n<p><img decoding=\"async\" alt=\"\" src=\"https:\/\/ghanamma.com\/wp-content\/uploads\/2017\/09\/1515737898958_6438181689009.jpg\" style=\"border-style:solid; border-width:5px; height:360px; width:640px\" data-pagespeed-url-hash=\"2375113088\" onload=\"pagespeed.CriticalImages.checkImageForCriticality(this);\" \/><\/p>\n<p>The software was officially launched in December, 2016 with an unveiling of a brand new biometric terminal at the Pension House in Accra.<\/p>\n<p>The OBS was expected to cut down waiting time by fast-tracking registration of contributors at its offices.<\/p>\n<p>Experts lauded the project but four years after the completion, the contract sum had shot up and the OBS has failed to meet expectation.<\/p>\n<p>The document in possession of Joy News has indicated prices for some of the contracts components were changed during period of execution.<\/p>\n<p><img decoding=\"async\" alt=\"\" src=\"https:\/\/ghanamma.com\/wp-content\/uploads\/2017\/09\/2215305688170_4480069575572.jpg\" style=\"border-style:solid; border-width:5px; height:756px; width:458px\" data-pagespeed-url-hash=\"3850227975\" onload=\"pagespeed.CriticalImages.checkImageForCriticality(this);\" \/><\/p>\n<p>Though General Manager in charge of Finance at SSNIT, Michael Addo has admitted the Trust spent &#8220;quite a little bit of money&#8221; in the procurement of the software, he cautioned citizens against making judgment.<\/p>\n<p>&#8220;There are few areas we are working to tighten it up, [but for] the cost it is best to wait for the outcome of the PWC (Price Water House Coopers),&#8221; he said.<\/p>\n<p>IT expert, Maximus Ametorgoh told Evans Mensah on Joy FM&#8217;s Top Story Wednesday, the cost of the OBS is &#8220;too expensive.&#8221;<\/p>\n<p>&#8220;Every Ghanaian is worried about how much a simple software to manage SSNIT and not the whole country will cost $66 million,&#8221;
