The Minority in Parliament is threatening court action against government accusing it of sidestepping the procurement law after awarding a single window contract to West Blue Consulting.<\/p>\n

Effutu MP Alexander Afenyo Markins says it is giving government some time to rescind its \u2018illegal\u2019 decision before heading to court.<\/p>\n

Afenyo Markins who has developed a reputation for dragging state institutions to court told Joy News that government disregarded the legal requirement and chose one company,West Blue Consulting, over several others with the same expertise.<\/p>\n

<\/p>\n

“Act 663 of 2003 Procurement law, states in part that an entity may engage in single source procurement with the approval of the board:<\/p>\n

(a) where goods, works or services are only available from a particular supplier.<\/p>\n

(b) where there is an urgent need for the goods , works or service.<\/p>\n

(c) where owing to a catastrophic event it is impractical to use other methods in procurement because of the time involved,” he quoted the law as saying.<\/p>\n

But the Effutu MP says none of this applied to the decision to choose West Blue Consulting.<\/p>\n

All the existing five Destination Inspection Companies at the ports are being cleared out after August with no contract extension in sight.<\/p>\n

The five DICs make about 100million a year which is 1% of total revenue accrued from the ports.<\/p>\n

With the DICs out of the way, one company, West Blue Consulting, is to be offered the contract to inspect goods at the ports before clearance.<\/p>\n
