Some Ghanaian\u00a0ambassadors and heads of\u00a0missions abroad have been\u00a0indicted in the 2013 Auditor-\u00a0General’s report, which\u00a0lists a litany of cases bordering\u00a0on embezzlement,\u00a0misappropriation and\u00a0‘causing financial loss\u2026.’<\/strong><\/p>\n The heads involved\u00a0specifically relate to those\u00a0in Germany, iran, israel\u00a0and Zambia.<\/p>\n According to Section 4\u00a0of the Financial Guidelines\u00a0for the operations of Ghana\u00a0honorary consulate, all consular\u00a0fees received should\u00a0be paid monthly into a special\u00a0account.<\/p>\n In the Warsaw Consulate,\u00a0\u00e2\u201a\u00ac23,295 in consular\u00a0fees collected between 2009\u00a0to January 2010 could not\u00a0be accounted for. An\u00a0amount of \u00e2\u201a\u00ac13,362.44 in\u00a0refundable rent deposits\u00a0which should have been\u00a0refunded by two landlords\u00a0– michael Longard and\u00a0Philip Holzachneider \u2013 had\u00a0gone unpaid since April\u00a02012.<\/p>\n In iran’s Tehran mission,\u00a0Honorary Consul\u00a0General Dr. Shahid rashid\u00a0Butt collected $12,144 in\u00a0visa fees between march\u00a02011 and 2012, but failed to\u00a0account for the amount.<\/p>\n The mission, in 2013,\u00a0claims it spent over $5,800\u00a0on eight stranded Ghanaian\u00a0boys brought to iran by a\u00a0Ghanaian football agent\u00a0under the pretext of finding\u00a0them professional clubs,\u00a0but there was no signatory\u00a0to the beneficiary Ghanaians\u00a0that that amount was\u00a0spent on them.<\/p>\n The report says Ahmed\u00a0Hassan continued to\u00a0receive child allowances\u00a0meant for persons under 18\u00a0years although his son,\u00a0Saani Hassan, had turned\u00a019 years 5 months by 2013. He continued to receive\u00a0\u00e2\u201a\u00ac2,921 for 17 more months\u00a0beyond the regulations.<\/p>\n In israel, the Tel Aviv\u00a0mission showed that\u00a0although \u00e2\u201a\u00ac304,905 had been\u00a0transferred by the Controller\u00a0and Accountant\u00a0General as remittances to,\u00a0only \u00e2\u201a\u00ac302,212 was received\u00a0– showing a shortfall of\u00a0about \u00e2\u201a\u00ac2,693.<\/p>\n The same practice was\u00a0detected at the Lusaka mission\u00a0in Zambia where a\u00a0remittance shortfall of\u00a0$10,670 occurred between\u00a0may 2012 and September\u00a02013.<\/p>\n The Auditor-General\u00a0has recommended that officials\u00a0involved be made to\u00a0refund the monies.<\/p>\n
