Revealed: Woyome agrees to refund ¢51m; but State refuses payment plan


It has come to light that the State last year rejected a payment plan proposed by Alfred Agbesi Woyome to refund the ¢51 million cedis he illegally benefited from the State.

Attorney-General Mrs. Marietta Brew Appiah-Oppong disclosed to Joy News’ Manasseh Azure Awuni that the State threw out Mr. Woyome’s proposal because the schedule was “very outrageous”.

Mr. Woyome was paid the ¢51 million in a controversial judgement in 2010; an action that was declared illegal by the Supreme Court in 2014. The court therefore ordered the businessman, who happens to be a financier of the governing party, to refund the money to the State.

According to Mrs. Brew Appiah-Oppong, the businessman and his lawyers were at the Attorney-General’s Department to negotiate a payment plan.

The AG’s refusal was grounded on the manner in which a similar arrangement the State had with RLG; in connection with the GYEEDA scandal, turned out, Manasseh reports.

So the Attorney General’s Department decided to use the court to enforce the repayment.

The first entry of judgement was filed on August 15, 2014. It was however struck out in October at the instance of a former Attorney-General Martin Amidu because he said certain declarations were left out: it was Mr. Amidu who obtained a favourable judgement from the Supreme Court in a suit filed against Mr Woyome, Waterville Holdings and Austro Invest for fraudulently obtaining some GH¢51.2 million judgement debt from the state.

On November 25, another entry of judgement was filed, with all the declarations.

The Supreme Court does not have specific rules on how the enforcement should be done so in January, 2015, the A-G’s Department applied for direction, but Woyome could not be served because he was out of the jurisdiction, and Waterville’s representative had indicated that he was no longer holding the position.

According to Manasseh, the issue has been resolved and Waterville and Woyome will be served with a notice of hearing at the Supreme Court on Wednesday.

Meanwhile, the AG’s Department has proposed the 31 st of March for that hearing on how to retrieve the money. But the court may give another date 

Alfred Agbesi Woyome was just last week acquitted and discharged on two counts of causing financial loss to the State and defrauding by false pretence by an Accra High Court.
