The Minister of Employment and Labour Relations, Haruna Iddrisu, has outdoored a youth employment study commissioned by the Council for Technical and Vocational Education and Training (COTVET) in Koforidua, in the Eastern region
The study, which was supported by the African Development Bank as part of the Development of Skills for Industry Project (DSIP)was aimed at assessing the progress made in implementing youth employment interventions, challenges faced by such programmes and making recommendations to government for implementation.
In his key note address, the Minister acknowledged that most previous youth employment interventions have failed due to the lack of a solid foundation, focus and institutional framework. He stressed that with the recent granting of Presidential accent to the Youth Agency Act, the necessary structures and systems will be instituted by the Ministry of Employment and Labour Relations to ensure that Ghana Youth Employment and Entrepreneurial Agency (GYEEDA) is successfully re-rolled out to provide skills and jobs for the unemployed youth.
On graduate unemployment, he mentioned plans to develop a special module for unemployed graduates as part of the GYEEDA renaissance. He also stressed that government will soon launch a National Employment Policy to provide the necessary guidance to government agencies and the private sector in creating and managing employment.
The study recommended that Government should pursue an integrated approach to ensure that the Ministry of Employment and Labour Relations collaborates with key ministries to address the issue. That Govt should promote policies that support macroeconomic growth and business investment with a youth lens to integrate them better in the labour market.
Govt should provide regular labour market data to monitor employment policies and trends which will translate policies, strategies and interventions to ensure decent work for the Ghanaian youth.
The Executive Director of COTVET, Mr. Sebastian Deh, indicated that the Development of Skills for Industry Project is aimed at reforming the landscape and foundations for the delivery of Technical and Vocational Education thereby enhancing the capacity of training institutions.
He specifically mentioned the construction and retooling of 13 technical institutions, adoption of Competency Based Training methodologies, provision of scholarships to faculty members of 13 training intuitions and scholarships for over 4,000 students and apprentices to enable them pursue science related technical and vocational courses.
The occasion was attended by the Director, Planning, Budgeting, Monitoring and Evaluation division of the Ministry of Education, Mr. Joseph Adomako, Chief Director of the Ministry of Environment, Science, Technology and Innovation Madam Salimata Abdul-Salam and Mr. Matthew Dally, Head of the COTVET Project Support Unit.
Also in attendance were various institutions including the Opportunities Industralisation Centres (OIC), National Vocational Training Institute (NVTI), Ghana National Association of Garages, Ghana National Association of Teachers (GNAT) and the Ghana Hairdressers and Beauticians Association.
