Brown Card Scheme Reviews Protocol

An Ad Hoc Committee of the Council of Bureaux ECOWAS Brown Card Insurance Scheme recently met in Lome, Togo, to review the legal text of the scheme to make in work better for member states.

The review had become necessary because since its establishment in 1982 by the signing of a Protocol by Heads of Governments of ECOWAS to enhance inter-states road transport, only some few changes had been made to the main Protocol in 2001.

The Council of Bureaux therefore at its meeting in 2013 set up a committee to look at all the legal text of the scheme for review, after receiving proposals from all the 13 member states.

Documents that were reviewed were Protocol A/P1/5/82, Supplementary Protocol A/SP2/12/01 and Inter Bureaux Agreement.

The Ad Hoc Committee members were Miss Lydia Lariba Bawa, Commissioner of Insurance, Ghana; Mr Gabriel Glover, Mr Vadiourou Diallo, Mr Mahamadou Fofana and Mr Armand Yehouenou, Secretary Generals of the ECOWAS Brown Card Insurance Scheme of Ghana, Senegal, Mali and Benin respectively; and Mr Issouf Traore, Officer at the Insurance Commission of Cote d’Ivoire.

In attendance was Mr Adamou Bio, Secretary General of the ECOWAS Brown Card Insurance Scheme.
