NCA survey could have cost more than GH?3.5 million – consultant


The Managing Director of research firm, Policy Focus, Mr. David Mensah, whose outfit conducted the now controversial Mobile Cellular Consumer Satisfaction Survey for the National Communications Authority (NCA), at a cost of over GHȼ 3.5 million, has said the cost could have been higher.

President of Policy analysts group, IMANI Ghana, Franklin Cudjoe says the survey could have been done at less than a 10th of the cost, however Mr. Mensah, and the NCA say, given the scope and quality of work, the cost was justified and represents value for money.

Mr. David Mensah on Tuesday gave snippets of the cost components of the survey conducted between 2012 and September 2013, and promised a detailed breakdown on Wednesday morning on Citi FM.

Part of the cost, he said, resulted from recruitment of staff, training, and fieldwork, while some costs also came from accommodation, transportation, feeding, and honorarium.

Head of consumer and Corporate Affairs of the NCA, Nana Dufie Badu who justified the cost of the survey, said it was awarded through proper procurement processes and approved by the Central Tender Review Board.

“I think it is value for money, because it has enabled the NCA to actually determine the gaps within the industry which need to be resolved; It has given us input into redrafting and amending the regulations that we have; It is even helping us to look in-house to see how we will be able to improve on our monitoring with regard to the mobile network service providers,” she said.
