Air Commodore Mamphey holding up the flag and gavel, beside him is Mr. Douga. Accra, April 7, GNA – Air Commodore Kwame Mamphey has been appointed to represent Ghana as President of the African Civil Aviation Commission (AFCAC) for its next triennium.
Addressing delegates on the last day of the 23rd AFCAC Plenary Session host by Ghana, from 2-5th April, 2013, Air Commodore Mamphey pledged to work with members to address challenges facing the Commission.
He said there were several challenges facing the Commission including poor attendance to meetings, states’ inability to honour financial obligations, constitutional challenges, and difficulties of the secretariat to deliver effective and efficient services, among others.
But stated: ‘…we would overcome challenges and enjoy the benefits that come with a united front and a developed industry’.
He expressed appreciation to the Commission for choosing Ghana to chair it for the next triennium and also for extending the tenure of Ghana’s representation on the air navigation commission, saying it was an indication that members were pleased with the work of Ghana’s representation on the Commission.
He added that especially when ‘it has become obvious that Africa has the potential to stand tall in the aviation industry as we identify the gaps and fill them accordingly towards a safe and secure aviation industry.’
Air Commodore Mamphey said the immediate task would be to roll out the implementation of the strategic action plans agreed on the plenary for the next triennium.
He also stated that they would immediately convene an extra ordinary plenary to resolve outstanding issues in order to allow the plan and implement programmes, successfully.
He pledged to campaign vigorously for the election of AFCAC’s candidates to the ICAO council during the upcoming General assembly meeting.
He commended the immediate past President, Mr. Mahamat Saleh Douga (Chad) for his service and entreated him and other executives to avail themselves for the new members to tap their wealth of wisdom.
Mr. Douga in his address outlined some important areas for the attention of the new President and his executive. These included increasing cooperation with ICAO, strengthening member states in the areas of safety and security, ratification of the new AFCAC Constitution, preparations for ICAO General Assembly and developing a strategy for the election of African candidates to ICAO.
He thanked the Commission for the confidence they had reposed in CHAD to head the Commission as President. GNA
