I left Uganda in the early 1990s having spent two gap-years in full-time work after my A ‘levels.

I sketched future career prospects in Uganda and my gut instinct told me I needed to venture abroad, get a degree plus work experience then return home. Alas, it’s taken me 20 years to come full-circle to my original aspiration.

What was the situation then? Ugandans needed no visa to travel to the UK, just a passport and an air ticket. Entry clearance was given at point of entry. It took me five minutes at Gatwick to obtain permission to enter UK in 1990.

Within one month of arrival, I had a place at college and an evening part-time job to support myself. I always have a laugh with my good friend Richard Mwesiga whose job I inherited in Leafy Kingsbury North London. Having arrived a little earlier than me, he had more contacts and had secured a second job. He spoke with his boss – a wealthy Indian of Ugandan origin who invited me to ‘take over’ Mwesiga’s job. These sort of informal arrangements are no more in UK! Even for a supermarket job, one needs a work permit. As of today, you cannot travel as a visitor and end up enrolling for higher education in UK. You will be asked to go back to your country and apply as a student and the attendant criteria to full-fill can be an uphill task.

So, what does the UK Daily Mail mean when it warns recently that majority of jobs created in Britain could go to migrants’? Who are they and where do they come from?

The 2004 opening up of the European Community to new member states e.g. Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland and Slovakia led to a huge influx of newcomers to the original wealthier EU countries including Britain, France and Germany. These are the new migrants referred to as likely to take up jobs in the UK by The Daily Mail. Since 2004, over one million of them from accession countries have arrived in theUK.

It is not Nkuba kyeyos arriving from the developing world such as Uganda taking up these jobs. Third world migrants have been almost completely locked out by new measures introduced within immigration and asylum rules.The only exception are migrants in tier 1, the (highly skilled migrant workers). These are doctors, engineers, nuclear physicists, nurses and science teachers, to mention but a few. Even for these, the Tories are pushing for an annual cap!

Britain now operates a points based system. Tier 1 migrants are those with: exceptional talent – e.g. Premier club footballers, entrepreneurs, investors and PhD students. If you don’t belong here, and you are not already settled in the UK, I am sorry to give you bad news, Kyeyo is no more!

The route through which most economic migrants used to settle and find work in EU was by ‘claiming asylum’. They would travel as visitors, students, patients, etc, and having entered, would then go to the Home Office and declare themselves stateless and homeless due to war or political persecution from their home countries. Once accepted as a refugee, work, welfare or full-time education would be accessed easily. A refugee is defined in the Geneva protocols as a person who, “owing to a well-founded fear of being persecuted for reasons of race, religion, nationality, membership of a particular social group, or political opinion, is outside the country of his nationality, and is unable to or, owing to such fear, is unwilling to avail himself of the protection of that country”.

While in theory the Geneva Convention remains firmly in place, it is becoming increasingly irrelevant to vulnerable economic migrants who used to take advantage of this loophole to gain refugee status in the West.

The introduction of new visa rules – bio-metric and fingerprint scans meant that visa holders were now easy to identify. A Ugandan who would have claimed to be a Somali or Rwandan refugee in years past in order to gain asylum will now be told by Border Agency officials after a quick fingerprint scan that he/she is lying. The date, place where they obtained a visa and the material facts stated on application would be printed out for them to read, complete with his or her original photo and signature. Prompt asylum refusal follows and that person is liable to detention or immediate deportation.

Writer works with the NRM London Bureau.

<fieldset>
<legend align="center">More News on allAfrica.com</legend>
</fieldset>

AllAfrica – All the Time

Follow this link:
Kyeyo for Poor Migrants Dries Up in EU Countries

Dennis Katungi 18 July 2011 opinion I keenly observe employment trends both in and away from Uganda.
