This means that there is a lack of skills to pitch lessons at different grades, while many teachers generally struggle with classroom management.

And as the curriculum has changed over the years, some teaching qualifications have become redundant and retraining has become essential.

A shortage of teachers in the fields of accounting, mathematics, languages, computer studies and geography has been identified.

To compound matters, the implementation of automatic promotion – where pupils are transferred to higher grades without having achieved basic competencies – result in teachers struggling to cope with low and high achievers at once.

This is an area that will receive considerable attention at the conference, as it is viewed as a contributing factor to high failure and dropout rates.

The highest dropout rates are experienced in Grades 5, 8 and 10.

The highest failure rate since 1994 was experienced in Grade 10.

In 1994, with a pass requirement of 20 marks, there was a 49 per cent pass rate.

In 2010, the pass rate in Grade 10 was 51,2 per cent, with a 23-mark pass requirement, which has been in operation for the last 10 years.

Only about 12 per cent of pupils on average proceed to tertiary education, although an upward trend in these intakes has been experienced at a steady pace with increased investments.

But this increase at tertiary level means that more institutions of higher learning would be required; at the moment, these institutions do not have the capacity to cope.

Iyambo said a symbiotic relationship is required between the ministry and the regional councils if the system is to cope with the educational requirements.

He said the process has already begun with the appointment of people on the ground who are “close to the action”.

“We cannot allow the process to fail,” he stressed.

<fieldset>
<legend align="center">More News on allAfrica.com</legend>
</fieldset>

AllAfrica – All the Time

More:
Quality, Shortages, and Concerns of Teachers

Catherine Sasman 28 June 2011 AVAILABLE figures point out that the majority of teachers have Grade 12 with at least three years’ tertiary education. “So, who is fooling who?” questioned Minister of Education Abraham Iyambo, in obvious reference to the less than satisfactory performance of most schools.
