{"id":452809,"date":"2011-07-04T07:33:31","date_gmt":"2011-07-04T07:33:31","guid":{"rendered":"http:\/\/www.ghanamma.net\/2011\/07\/04\/tanzania-more-ccm-cadres-urge-rationality-on-demostrations\/"},"modified":"2011-07-04T07:33:31","modified_gmt":"2011-07-04T07:33:31","slug":"tanzania-more-ccm-cadres-urge-rationality-on-demostrations","status":"publish","type":"post","link":"https:\/\/www.ghanamma.com\/2011\/07\/04\/tanzania-more-ccm-cadres-urge-rationality-on-demostrations\/","title":{"rendered":"Tanzania: More CCM Cadres Urge Rationality On Demostrations"},"content":{"rendered":"<div readability=\"64.9874976675\">\n<hr class=\"thin clear\" \/>\n<hr class=\"thin clear\" \/>\n<p><a href=\"http:\/\/www.thecitizen.co.tz\/\" target=\"_blank\" rel=\"noopener noreferrer\">The Citizen<\/a> (Dar\u00a0es\u00a0Salaam)<\/p>\n<p>Damas Kanyabwoya<\/p>\n<p>30 June 2011<\/p>\n<hr class=\"thin clear\" \/>\n<p>Dodoma \u2014 Some CCM legislators yesterday said it was not proper to blame the Opposition for conducting demonstrations or inciting boycotts in public universities because people protest for a reason.They include former minister for Health, Prof David Mwakyusa (Rungwe West-CCM) and Mr James Lembeli (Kahama-CCM) who made the remarks when debating the Prime Minister&#8217;s Office budget estimates and expenditure for the financial year 2011\/12.<\/p>\n<p>The two noted that the only solution to demonstrations and boycotts was to deal with problems for which people protest and not otherwise.These two keen voices from CCM join that of a prominent ruling party member and former intelligence chief, Dr Hassy Kitine. He said on Wednesday that the cause of protests in the country was pertinent issues that needed to be addressed seriously by the government.<\/p>\n<p>Warned Mr Lembeli: &#8220;We should not think that Tanzania is in a box. Demonstrations are not a new phenomenon and have not only happened in Tanzania.&#8221;<\/p>\n<p>He challenged the government to learn from demonstrations in Greece where the MPs, instead of trading blames at each other, proposed to the government concrete steps to be taken to deal with the crisis that irked the people.<\/p>\n<p>CCM legislators who debated the PMO budget since last week have been blaming a section of the opposition for disrupting peace through organising demonstrations in various parts of the country.<\/p>\n<p>They have also been pointing fingers at the Opposition for allegedly inciting recent protests at the University of Dodoma (Udom) that led to the expulsion of more than 400 students.<\/p>\n<p>But Prof Mwakyusa said the answer was to find solutions to end once and for all problems that caused chaos at Udom. &#8220;Blaming others for what happened at Udom is not right. The only solution is to deal with the problems,&#8221; advised the soft-spoken legislator.<\/p>\n<p>He advised the government, which he said has been slow to react to the crisis, to form a special committee to investigate problems at Udom and come up with tangible proposals on how to deal with them.<\/p>\n<p>Mr Lembeli said boycotts in universities occurred even during the time of the first President, Mwalimu Julius Nyerere.<\/p>\n<p>&#8220;We should stop blaming each other and if we cannot offer solutions to end these boycotts it is better we stop talking about them in the House,&#8221; Mr Lembeli said.<\/p>\n<p>Prof Mwakyusa said the solution to Udom problems should be found soon because if boycotts at higher learning institutions continue they will kill Tanzania&#8217;s intellectual self-sufficiency.He advised the Udom management to learn from the Health ministry which succeeded to end boycotts that were widespread in public hospitals.<\/p>\n<p>&#8220;Of all public universities, why is it that the Mzumbe University has not experienced students&#8217; protests? It is because there is a mechanism that allows for constant communication between the university leadership and students,&#8221; Prof Mwakyusa said.Also debating the same budget, Ms Raya Ibrahim Khamis (Special Seats -Chadema) wanted politicians to understand that &#8220;the right to demonstrate for rights was enshrined in the national constitution.&#8221;<\/p>\n<p>Ms Conchesta Rwamlaza (Special Seats &#8211; Chadema) said CCM legislators should understand that each party has methods of carrying out its publicity.<\/p>\n<p>&#8220;There is a need to give civic education to CCM MPs. The duty of the opposition is to challenge and correct the government in various ways.
