President Paul Biya and wife, Chantal arrived in Equatorial Guinea on thursday to participate in the 17th Ordinary session of Heads of State and Government of the Africa Union.<\/em><\/p>\n

All was in place yesterday at the Malabo International Airport to give the First Couple of Cameroon a high profile Red Carpet welcome. A Bouquet of flowers was presented to President Paul Biya and First Lady Chantal Biya at the foot of the stair case from the plane before they walked through the Red Carpet.<\/p>\n

President Paul Biya later inspected a military guard of honour before his convoy drove out of the Airport, to the Presidential Villa in Sipopo. Besides the Equatorial Guinea Prime Minister and Head of Government Ignacio Milam Tang who was on hand to welcome the First Couple of Cameroon, hundreds of Cameroonians thronged the Airport vicinity to reserve a hilarious welcome to their august guests.<\/p>\n

In song and dance, Cameroonians resident in Equatorial Guinea demonstrated their attachment to their country, its institutions and leader in the most patriotic form. The 17th Ordinary Summit of Heads of State and Government is discussing youth empowerment for sustainable development.<\/p>\n

At the end of the Summit today, Heads of State and Government are expected to adopt the decisions and recommendations of the 19th ordinary session of the Executive Council that ended last Tuesday here in Malabo.<\/p>\n

Preparations<\/p>\n

African Union summits of Heads of State and Government usually come at the tail end of two other vital preparatory meetings by the Permanent Representatives Committee and the Executive Council of the African Union.<\/p>\n

Before the Malabo Summit of Heads of State and Government, the 22nd session of the Permanent Representatives took place last week before giving way to the 19th Ordinary Session of the Executive Council that ended last Tuesday.<\/p>\n

The Permanent Representatives are the Ambassadors while the members of the Executive Council are Ministers of Foreign Affairs of the respective member countries. Prior to their meeting in Malabo, the Ambassadors, representing the member nations, had already started deliberating the agenda of the Summit at the African Union headquarter in Addis Ababa.<\/p>\n

In the 19th Ordinary session of the Executive Council that ended Tuesday as well, the Ministers of External affairs exchanged views on different reports of ministerial meetings organised by the African Union Commission during the last six months.<\/p>\n

Their decisions and recommendations will be the subject matter of the debate and discussions in the Summit of Heads of State and Government ending today at the Sipopo Conference Centre in Malabo.<\/p>\n

Views of Wisdom<\/p>\n

Malabo, the Capital of City of Equatorial Guinea, is taking a quantum leap into modernity. Nothing has been left to chance here in Malabo to ensure a hitch free event. New infrastructure and high quality organisation ignite positive images of a country on the rails of development. The opening ceremony of the seventeenth Ordinary session of the Summit of Heads of State and Government yesterday featured at least five Speeches.<\/p>\n

Chairman of the African Union and host, President Teodoro Obiang Nguema Mbasogo, Chairperson of the African Union Commission Jean Ping, Deputy Secretary General of the United Nations, Asha-Rose Migiro, Deputy Secretary General of the league of Arab States, Ahmed Ben Helt and former Brasilian President and Special Representative of the current President, Luis Inacio Lula da Silva, mounted the podium of Speeches.<\/p>\n

The launching of Pan-African Tsetse and Trypanosomiasis Eradication campaign (PATTEC) activities in the Central Africa Region was the last item on the opening ceremony agenda before the adoption of the Summit work-programme in a session held in Camera.<\/p>\n

After a lunch break, the Summit proper opened in a public Session with the debate on the theme: “accelerating youth empowerment for sustainable development”. Before the opening ceremony yesterday morning at 10, Heads of State and Government planted trees and participated in the laying of a foundation stone for the African Observatory for Science, Technology and Innovation.<\/p>\n

The Summit theme is in harmony with the New Deal policies of youth empowerment in Cameroon. In his own contribution to the debate, President Paul Biya analysed the problems confronting youths in Africa which give rise to a sentiment of injustice.<\/p>\n

He spelt out the Cameroon experience in providing solutions to the challenges, mentioning the ongoing drive to provide more employment opportunities to the Cameroonian youths.<\/p>\n

The highly valued and experienced views of President Paul Biya on the summit theme enriched the outcome of the proceedings. A banquet was offered by host president Teodoro Obiang Nguema Mbasogo in honour of Heads of State and Government and their spouses yesterday night.<\/p>\n

Top on the agenda of the in-camera discussions today is the adoption of decisions and recommendations of the Executive Council, high-profile appointments, and the final adoption of decisions and declarations of the 17th Summit of Heads of State and Government of the African Union. A press conference by the Chairman of the AU and the AU Commission President will draw the curtains on the Malabo Summit later today.<\/p>\n
