And the post mortem results reveal cardiac arrest as the cause of his death months into his five-year mandate.<\/p>\n<p>The Governor also said that the electoral process requires that the District Advisory Council first elects a councillor to replace the fallen Mayor before the District Collegiate elects the new Mayor.<\/p>\n<p>Meanwhile, Angelle Mukaminani, the Vice Mayor in charge of finance and economic development is the acting Mayor .<\/p>\n<p>Nsengiyunva, a former lecturer at Kigali Institute of Science and Technology-KIST, was elected to lead the district during the recent local government elections.<\/p>\n<p>&#8220;The former Mayor was focused on development.
