Nairobi \u2014 The team steering the roll-out of projects in all constituencies will from Friday focus on spending Sh3.7 billion budgetary allocation to wrap up projects under the Constituency Development Fund.<\/p>\n

Finance minister Uhuru Kenyatta set aside the money to the CDF Board to lay ground for handover of the projects to 47 county governments to be established under the new order.<\/p>\n

The allocation averaging Sh17.8 million per constituency, though not approved by Parliament, will go towards completing classrooms, equipping boreholes, hospitals and even public toilets in some areas.<\/p>\n

All the projects have to be completed in the current financial year. The Fund has been taking up 2.5 per cent of government revenue every financial year.<\/p>\n

In the budget, the minister also paid out Sh1.8 billion in arrears to CDF.<\/p>\n

Without the Sh3.7 billion top-up, the total CDF allocation in the fiscal year which begins at the end of the week is Sh19 billion — an average of Sh90.5 million per constituency.<\/p>\n

The chief executive of the CDF Board, Ms Agnes Odhiambo, yesterday said her team would seek proposals from constituencies on the projects to be completed and would also have periodical reports on how the money will be spent. “This is a conditional grant, so we have to account for it because these projects are very important,” she said.<\/p>\n

Ms Odhiambo said the Fund would exist in post-2013 era because it is a “good initiative that is helping the development of rural areas”.<\/p>\n

“CDF will be there, maybe in a different form, but it will still continue,” she said.<\/p>\n

The dispatch of the money to wrap up the constituency projects, Mr Kenyatta said, “takes cognisance of the fact that the Constitution devolves certain functions to the county governments to be funded by, at least, 15 per cent of the most recently audited revenues collected”.<\/p>\n

Planning minister Wycliffe Oparanya welcomed the proposal, saying it reflected the government’s commitment to wind up all the pending projects under the Constituency Development Fund in the next 12 months.<\/p>\n

“We have decided as government to complete all projects in the next 12 months so that we hand them to county governments when devolution takes effect,” the minister said then.<\/p>\n

The Planning minister, however, added that the CDF would be restructured for it to be part of the 15 per cent of the devolved funds.<\/p>\n

But a Nation survey shows the winding up plan may be a difficult process given that some projects have either stalled or are far from being completed.<\/p>\n

In the North Rift region, the Nation discovered, CDF projects in Nandi, Uasin Gishu, Trans Nzoia and Elgeyo-Marakwet counties are incomplete and require additional funding.<\/p>\n

Although project management committees were reluctant to comment on the amount so far used on the incomplete projects, locals attributed the state of affairs to misappropriation of funds and abandonment of projects initiated by former MPs and civic leaders.<\/p>\n

To benefit taxpayers”Failure to monitor the use of CDF funds has derailed completion of the projects that were meant to benefit us,” said Ms Sarah Cheptanui from Nandi county pointing at a cattle dip project that has taken six years to be completed.<\/p>\n

Similar complaints were raised by residents of Songor and Kabirir locations in Tinderet Constituency who claimed inadequate funding had delayed completion of learning institutions.<\/p>\n

“The main reason for the failure to complete the projects on time is insufficient funds from the government and not political interference,” said Bonfance Tenai, a PMC official in Tinderet.<\/p>\n

Some residents cited the rehabilitation of roads in Songor location in which Sh17 million had been allocated for the project but had taken too long to be completed due to alleged misappropriation of the funds.<\/p>\n
