Minister of Employment and Social Welfare, Mr E.T Mensah, has bemoaned the inability of the country to produce labour market data and statistics regularly.<\/p>\n
He said the situation was a challenge to the monitoring of the impact of government’s policies on employment, incomes and poverty.<\/p>\n
Mr Mensah, who is also the Member of Parliament (MP) for Ningo\/Prampram, was answering questions on the floor of Parliament about the rate of unemployment in the country.<\/p>\n
‘The time has come for us to consider stepping up investment in the collection of analysis of labour market statistics on timely and regular basis to enable us to evaluate the impact of national economic policies and programmes on job creation, income inequality and poverty reduction’, he said.<\/p>\n
The MP for Takoradi, Mr Kwabena Okyere Darko-Mensah, had asked the minister about the rate of unemployment in the country since 2004 to date.<\/p>\n
He told the House that for the past two decades, labour market data and statistics had generally been sourced from population census and other household surveys such as the Ghana Living Standards Survey (GLSS).<\/p>\n
Mr Mensah said incidentally, these surveys, which were under the mandate of the Ghana Statistical Service were not regularly conducted making it difficult for the ministry to carry out any meaningful labour market analysis.<\/p>\n
He explained that since the entire results of the 2010 population census had not been released, the ministry was still relying on the fifth round of the GLSS conducted in 2005\/2006.<\/p>\n
Mr Mensah said estimates from the fifth round of the GLSS indicated that about 9.14 million people were currently engaged in various kinds of economic activities while 2.653 million people (excluding full-time students) were currently non-working.<\/p>\n
About 637,000 of the non-working class were available for work out of which about 283,000 made attempts to seek employment.<\/p>\n
He said in all, the unemployment rate for people aged 15 years and above, according to the 2005\/2006 GLSS was 6.5 million.<\/p>\n
For her part, MP for New Juaben South, Ms Bernice B. Boateng, wanted to know steps the ministry was taking to provide employment for the numerous youth in her constituency.<\/p>\n
Answering the question, Mr Mensah stated that the thrust of the National Employment Policy was to achieve freely chosen productive and gainful employment for every Ghanaian who was available and willing to work.<\/p>\n
He said effective implementation of the national priority areas in the policy and with the collaboration and participation of all, the goal of creating employment opportunities would be realised not only for the youth in the New Juaben South Constituency but for the youth throughout the country.<\/p>\n<\/div>\n
