{"id":444452,"date":"2011-06-20T16:44:26","date_gmt":"2011-06-20T16:44:26","guid":{"rendered":"http:\/\/www.ghanamma.net\/2011\/06\/20\/rival-sudanese-to-leave-abyei\/"},"modified":"2011-06-20T16:44:26","modified_gmt":"2011-06-20T16:44:26","slug":"rival-sudanese-to-leave-abyei","status":"publish","type":"post","link":"https:\/\/www.ghanamma.com\/2011\/06\/20\/rival-sudanese-to-leave-abyei\/","title":{"rendered":"Rival Sudanese &#8216;to leave Abyei&#8217;"},"content":{"rendered":"<p><div readability=\"118.731069042\"><span><span>20 June 2011<\/span> <span>Last updated at<\/span> <span>12:44 ET<\/span><\/span><\/p>\n<p>Rival Sudanese leaders have signed a deal for their forces to withdraw from the disputed border town of Abyei, mediator Thabo Mbeki says.<\/p>\n<p>Northern forces seized the town last month, raising fears of a new war, as South Sudan prepares for independence on 9 July.<\/p>\n<p>Both northern and southern troops are to leave the area, to be replaced by Ethiopian soldiers, Mr Mbeki said.<\/p>\n<p>This deal was first reported last week but details had not been confirmed.<\/p>\n<p>However, two days after the deal was announced, a South Sudan spokesman said rival forces had clashed once more.<\/p>\n<p>More than 100,000 people have fled the fighting in Abyei, the UN says.<\/p>\n<p>Another 60,000 have fled violence between pro-south communities and northern forces in the neighbouring South Kordofan state.<\/p>\n<p>Mr Mbeki, a former South African president, announced the deal in a video link to the UN Security Council from the Ethiopian capital, Addis Ababa, where the talks have been taking place.<\/p>\n<p>Mr Mbeki said that both sides wanted the deal to be implemented soon, but this would depend on the UN authorising the UN force, the AP news agency reports.<\/p>\n<p>&#8220;We are really hoping that [the] Security Council will look at this agreement as early as possible and take all the necessary decisions so that the various provisions in the agreement can be implemented,&#8221; he said.<\/p>\n<p><span>Independence a &#8216;done deal&#8217;<\/span><\/p>\n<p>AP says one Ethiopian brigade &#8211; about 4,000 troops &#8211; will be deployed to Abyei.<\/p>\n<p>US envoy to the UN Susan Rice said the US would start drafting a resolution.<\/p>\n<p>Mr Mbeki said he was also hopeful that a deal could be reached to end the violence in South Kordofan, which lies north of what will soon become the international border.<\/p>\n<p>Many residents in the state&#8217;s Nuba Mountains region fought for the south during Sudan&#8217;s long north-south conflict.<\/p>\n<p>Violence broke out in the state after they were ordered to disarm by the new governor, Ahmed Haroun, who has been indicted for alleged war crimes in neighbouring Darfur by the International Criminal Court.<\/p>\n<p>The Chief of Staff for the AU panel on Sudan, Abdul Mohammed, told the BBC&#8217;s Focus on Africa programme that the deal was a breakthrough.<\/p>\n<p>He said the deal would pave the way for displaced people to return to their homes, while the two sides would continue with talks to resolve differences before the south becomes independent.<\/p>\n<p>&#8220;Independence on 9 July is a done deal,&#8221; he said.<\/p>\n<p>Talks on the future relationship between the two states will continue on economic and security issues and to provide a soft border. It is the belief of the AU to make sure the two countries have a special relationship.&#8221;<\/p>\n<p>South Sudan is due to gain independence under a peace deal that ended two decades of conflict, which left some 1.5 million people dead.<\/p>\n<p>The war ended with a 2005 peace deal, under which the mainly Christian and animist south held a referendum in January on whether to secede from the largely Arabic-speaking, Muslim north.<\/p>\n<p>Some 99% of voters opted for independence. President Bashir said he would accept the verdict of the south, where most of Sudan&#8217;s oil fields lie.<\/p>\n<p>Sudan: A country divided<\/p>\n<div>\n<div readability=\"33.5\"><img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/www.bbc.co.uk\/nol\/shared\/spl\/hi\/world\/10\/sudan\/img\/sud_geography_464.jpg\" width=\"464\" height=\"540\" alt=\"Satellite image showing geography of Sudan, source: Nasa\" \/><\/p>\n<div readability=\"12\">\n<p>The great divide across Sudan is visible even from space, as this Nasa satellite image shows. The northern states are a blanket of desert, broken only by the fertile Nile corridor. Southern Sudan is covered by green swathes of grassland, swamps and tropical forest.<\/p>\n<\/div>\n<\/div>\n<div readability=\"32.5\"><img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/www.bbc.co.uk\/nol\/shared\/spl\/hi\/world\/10\/sudan\/img\/sud_ethnic_464.gif\" width=\"464\" height=\"540\" alt=\"Map showing Ethnicity of Sudan, source:\" \/><\/p>\n<div readability=\"10\">\n<p>Sudan&#8217;s arid northern regions are home mainly to Arabic-speaking Muslims. But in Southern Sudan there is no dominant culture. The Dinkas and the Nuers are the largest of more than 200 ethnic groups, each with its own traditional beliefs and languages.<\/p>\n<\/div>\n<\/div>\n<div readability=\"33.5\"><img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/www.bbc.co.uk\/nol\/shared\/spl\/hi\/world\/10\/sudan\/img\/sud_infant_mort_464.gif\" width=\"464\" height=\"540\" alt=\"Map showing infant Mortality in Sudan, source: Sudan household health survey 2006\" \/><\/p>\n<div readability=\"12\">\n<p>The health inequalities in Sudan are illustrated by infant mortality rates. In Southern Sudan, one in 10 children die before their first birthday. Whereas in the more developed northern states, such as Gezira and White Nile, half of those children would be expected to survive.<\/p>\n<\/div>\n<\/div>\n<div readability=\"34.5\"><img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/www.bbc.co.uk\/nol\/shared\/spl\/hi\/world\/10\/sudan\/img\/sud_water_sanit_464.gif\" width=\"464\" height=\"540\" alt=\"Map showing percentage of households using improved water and sanitation in Sudan, source: Sudan household health survey 2006\" \/><\/p>\n<div readability=\"14\">\n<p>The gulf in water resources between north and south is stark. In Khartoum, River Nile, and Gezira states, two-thirds of people have access to piped drinking water and pit latrines. In the south, boreholes and unprotected wells are the main drinking sources. More than 80% of southerners have no toilet facilities whatsoever.<\/p>\n<\/div>\n<\/div>\n<div readability=\"33.5\"><img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/www.bbc.co.uk\/nol\/shared\/spl\/hi\/world\/10\/sudan\/img\/sud_education_464.gif\" width=\"464\" height=\"540\" alt=\"Map showing percentage of who complete primary school education in Sudan, source: Sudan household health survey 2006\" \/><\/p>\n<div readability=\"12\">\n<p>Throughout Sudan, access to primary school education is strongly linked to household earnings. In the poorest parts of the south, less than 1% of children finish primary school. Whereas in the wealthier north, up to 50% of children complete primary level education.<\/p>\n<\/div>\n<\/div>\n<div readability=\"33\"><img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/www.bbc.co.uk\/nol\/shared\/spl\/hi\/world\/10\/sudan\/img\/sud_food_security_464.gif\" width=\"464\" height=\"540\" alt=\"Map showing percentage of households with poor food consumption in Sudan, source: Sudan household health survey 2006\" \/><\/p>\n<div readability=\"11\">\n<p>Conflict and poverty are the main causes of food insecurity in Sudan. The residents of war-affected Darfur and Southern Sudan are still greatly dependent on food aid. Far more than in northern states, which tend to be wealthier, more urbanised and less reliant on agriculture.<\/p>\n<\/div>\n<\/div>\n<div readability=\"34\"><img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/www.bbc.co.uk\/nol\/shared\/spl\/hi\/world\/10\/sudan\/img\/sud_oil_464.gif\" width=\"464\" height=\"540\" alt=\"Map showing position of oilfileds in Sudan, source: Drilling info international\" \/><\/p>\n<div readability=\"13\">\n<p>Sudan exports billions of dollars of oil per year. Southern states produce more than 80% of it, but receive only 50% of the revenue, exacerbating tensions with the north.
