{"id":444186,"date":"2011-06-20T08:25:27","date_gmt":"2011-06-20T08:25:27","guid":{"rendered":"http:\/\/www.ghanamma.net\/2011\/06\/20\/grab-opportunities-govt-urges\/"},"modified":"2011-06-20T08:25:27","modified_gmt":"2011-06-20T08:25:27","slug":"grab-opportunities-govt-urges","status":"publish","type":"post","link":"https:\/\/www.ghanamma.com\/2011\/06\/20\/grab-opportunities-govt-urges\/","title":{"rendered":"Grab Opportunities, Govt Urges"},"content":{"rendered":"<div readability=\"43.5890340764\">\n<hr class=\"thin clear\" \/>\n<hr class=\"thin clear\" \/>\n<p><a href=\"http:\/\/www.namibian.com.na\/\" target=\"_blank\" rel=\"noopener noreferrer\"><img decoding=\"async\" src=\"http:\/\/allafrica.com\/img\/static\/publishers\/minibanners\/namibian180.jpg\" alt=\"The Namibian (Windhoek)\" title=\"Visit The Namibian (Windhoek)\" \/><\/a><\/p>\n<p>Jo-Mar\u00e9 Duddy<\/p>\n<p>20 June 2011<\/p>\n<hr class=\"thin clear\" \/>\n<p>Government has assured the private sector that it doesn&#8217;t intent to crowd them out with its N$14,7-billion employment creation programme and that business plays an important role in creating 104 000 jobs over the next three years.<\/p>\n<p>&#8220;The Government recognises that the private sector is the engine of economic growth and key generator of durable jobs,&#8221; Deputy Finance Minister Calle Schlettwein said on Friday.<\/p>\n<p>Opening the business summit of the Namibia Chamber of Commerce and Industry (NCCI) on behalf on Finance Minister Saara Kuugongelwa-Amadhila, Schlettwein said the Targeted Intervention Programme for Employment and Economic Growth (Tipeeg) seeks to crowd-in private investment by developing critical infrastructure, the absence of which poses binding constraints on private sector investment.<\/p>\n<p>&#8220;This public investment drive should be seen within a holistic approach which entails on-going legislative and policy reforms to improve the business climate in the country,&#8221; he said.<\/p>\n<p>Schlettwein said in practice, private contractors will be responsible for the actual execution of Tipeeg projects.<\/p>\n<p>&#8220;Thus, Tipeeg would not only generate the needed jobs, but it is also geared to optimise local economic development and, to the extent possible, procurement of local inputs.<\/p>\n<p>&#8220;This underscores the imperative of adherence to a rules-based tendering process to advance transparency, competitive bidding and giving due regard to local participation,&#8221; he said.<\/p>\n<p>Schlettwein said Government has also strengthened the procurement rules to encourage domestic economic development and preferential participation of SMEs, the youth and the previously disadvantaged.
