Under the project equipment to be bought include that for recording, as well as for office use,” Malwa said through supplementary information availed to the House as to what the Government was doing to support musicians in Zambia.

He explained that the Government in the last three years had allowed all imported professional music equipment in the country tax free, a move that was in line with the provisions of the national cultural policy.

The deputy minister noted that the State was also constructing cultural centres in provincial districts while his ministry provided the much needed venues for musical performances and other art performances, where artistes were able to raise some funds.

Earlier, Kabwata Member of Parliament (MP) Given Lubinda (PF) asked how much revenue the Government raised in form of taxes from music albums produced from 2007-10 to which Malwa said more than K300 million was collected.

He explained that in 2007 Government raised K103 million, in 2008 K104 million, 2009 K61.5 million while last year, K62.8 million was collected as tax.

On why revenues collected by the Government was reducing year by year, Malwa noted that the Zambia Revenue Authority (ZRA) faced challenges in that the authority had not categorised taxes collected from music production and retail houses.

“In addition, there are many challenges in capturing revenue generation from music sales in the sense that some musicians produce their albums from homes and also market their music on the internet making it very difficult to track sales,” Malwa told the House.

The deputy minister noted that piracy was another major problem that continued to rob revenue from both the Government and musicians themselves.

The Government would continue consulting ZRA on how it could capture the contribution of the music sector to the economy considering that it was growing at a fast rate.

Malwa further informed Parliament that, 678 albums were produced by Zambian musicians last year, 691albums in 2009, 474 albums in 2008 while in 2007, 868 albums were produced.

He was responding to a question by Lubinda.

<fieldset>
<legend align="center">More News on allAfrica.com</legend>
</fieldset>

AllAfrica – All the Time

More:
Zambia: Sakala Brothers in U.S.$24,000 Equipment Boost

Abel Mboozi 17 June 2011 The United Nations Educational, Scientific and Cultural Organisation (UNESCO) has approved a project proposal of U$24,000 to enable the multi-award winning duo of Sakala Brothers of Moses and Levy and other musical groups to acquire music equipment.
