{"id":443343,"date":"2011-06-17T20:08:24","date_gmt":"2011-06-17T20:08:24","guid":{"rendered":"http:\/\/www.ghanamma.net\/2011\/06\/17\/cabinet-polarised\/"},"modified":"2011-06-17T20:08:24","modified_gmt":"2011-06-17T20:08:24","slug":"cabinet-polarised","status":"publish","type":"post","link":"https:\/\/www.ghanamma.com\/2011\/06\/17\/cabinet-polarised\/","title":{"rendered":"Cabinet Polarised"},"content":{"rendered":"<div readability=\"121.842602892\">\n<hr class=\"thin clear\" \/>\n<hr class=\"thin clear\" \/>\n<p><a href=\"http:\/\/www.fingaz.co.zw\/\" target=\"_blank\" rel=\"noopener noreferrer\">Financial Gazette<\/a> (Harare)<\/p>\n<p>Clemence Manyukwe<\/p>\n<p>17 June 2011<\/p>\n<hr class=\"thin clear\" \/>\n<p>Harare \u2014 THE emotive issue of elections has polarised Zimbabwe&#8217;s Cabinet since the end of last year, a report reviewing the implementation of the thorny Global Political Agreement (GPA) has revealed.<\/p>\n<p>Another interesting observation captured in the report is that internal debate and discourse on sanctions slapped on President Robert Mugabe and more than 200 of his lieutenants by the European Union (EU) and the United States has also remained &#8220;extremely polarised&#8221;.<\/p>\n<p>The report, part of a periodic review of Zimbabwe&#8217;s fractious inclusive government prepared in terms of Article XXIII of the GPA, is the first such review since the formation of the coalition.<\/p>\n<p>The GPA is the document that resulted in the formation of a unity government between ZANU-PF and the two Movement for Demo-cratic Change (MDC) formations.<\/p>\n<p>The report highlighted that the country, whose hyperinflationary crisis prior to the formation of the inclusive government had plumbed the national economy to unprecedented depths, had witnessed a measure of macro-economic stability although major challenges remained, arising primarily from the country&#8217;s sovereign debt, lack of foreign investment inflows, obsolete industrial equipment, non-performance of enablers like electricity and water and high unemployment and poverty levels.<\/p>\n<p>It noted that the overall objective of lifting all sanctions and measures imposed on Zimbabwe was still to be achieved, although the International Monetary Fund has restored the country&#8217;s voting rights while travel bans on some ZANU-PF members have been lifted.<\/p>\n<p>&#8220;Internal debate and discourse on sanctions and the way forward remain extremely polarised,&#8221; the report said, indicating that a Cabinet re-engagement committee on the issue had to &#8220;remain seized of its mandate to engage the EU, the US and the white Common-wealth countries lobbying for the lifting of sanctions&#8221;.<\/p>\n<p>This appeared to suggest that the issue had turned racial and that Britain could have marshaled its former white colonies to rally behind it in its campaign against President Mugabe&#8217;s former regime.<\/p>\n<p>On the land issue, the review said a comprehensive, transparent and non-partisan land audit has not yet been done, and that several key deliverables on the land question are still to be achieved.<\/p>\n<p>These include ensuring security of tenure, securing international support and finance for the land reform programme as well as calling &#8220;upon the United Kingdom to accept the primary responsibility to pay compensation for land acquir-ed from former landowners for resettlement&#8221;.<\/p>\n<p>The constitution-making process was also noted as another outstanding issue, although key institutions responsible for the formulation of the country&#8217;s supreme law have been put in place and set in motion.<\/p>\n<p>The report highlighted that no meaningful progress has been made in the promotion of equality, national healing, cohesion and unity.<\/p>\n<p>&#8220;The internal environment is visibly more peaceful than it was during and soon after the 2008 elections, but political polarisation is rife. The Organ for National Healing, Reconciliation and Integration has not come up with a legal framework under which it could operate. It has also not produced programmes,&#8221; said the report.<\/p>\n<p>It said the issue of national heroes remained contentious, with no consensus over which organ should determine national hero status on deceased persons.<\/p>\n<p>It said all political parties reported relative improvement in holding their meetings up to November, 2010.<\/p>\n<p>The two MDC formations had, however &#8220;complained of closure of democratic space, in particular, beginning 2011. This is being disputed by ZANU-PF,&#8221; said the report.<\/p>\n<p>&#8220;ZANU-PF is still denying access to the electorate in the diaspora due to the continuing sanctions and travel restrictions,&#8221; said the report.<\/p>\n<p>It noted that there were complaints from the two MDC parties over alleged arbitrary arrests of members and unwarranted invocation of Section 121 of the Criminal Procedure and Evidence Act nullifying bail issued by the country&#8217;s courts.<\/p>\n<p>The MDC formations had reported bias on the part of the Zimbabwe Republic Police, but this was disputed by ZANU-PF, the report said.<\/p>\n<p>It also raised questions over the constitutionality of the failure to swear in Roy Bennett as deputy minister of agriculture and Professor Welshman Ncube as Deputy Prime Minister.<\/p>\n<p>Bennett is the MDC-T treasurer-general.<\/p>\n<p>&#8220;ZANU-PF is denying the truthfulness\/validity of (these) allegations and considers (them) to be mere propaganda,&#8221; said the report.<\/p>\n<p>The two MDC formations had also raised concern over disrespect of the constitutional hierarchy by some State organs, something ZANU-PF also disputed.<\/p>\n<p>&#8220;The enactment of the National Security Council Act, along with the now regular meetings of the National Security Council, have created a platform for dealing with any real or perceived departures by the security forces from the letter and spirit of the GPA,&#8221; the report pointed out.<\/p>\n<p>It said the Joint Monitoring and Implementation Committee&#8217;s work with traditional leaders to persuade them to refrain from partisan political activities had &#8220;been largely successful&#8221;, although some traditional leaders continued to behave in a manner contrary to the GPA.<\/p>\n<p>It said a number of Bills, which are part of the legislative agenda meant to reflect the letter and spirit of the GPA, remained outstanding.<\/p>\n<p><\/p>\n<fieldset>\n<legend align=\"center\"><strong>More News on allAfrica.com<\/strong><\/legend>\n<\/fieldset>\n<p>AllAfrica &#8211; All the Time<\/p>\n<hr \/>\n<\/div>\n<\/p>\n<p>More:<br \/>\n<a target=\"_blank\" href=\"http:\/\/allafrica.com\/stories\/201106171149.html\" title=\"Cabinet Polarised\" rel=\"noopener noreferrer\">Cabinet Polarised<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p> Financial Gazette (Harare) Clemence Manyukwe 17 June 2011 Harare \u2014 THE emotive issue of elections has polarised Zimbabwe&#8217;s Cabinet since the end of last year, a report reviewing the implementation of the thorny Global Political Agreement (GPA) has revealed.
