A POSSIBLE hike of 40 per cent on rates and taxes for Henties Bay does not go down well with some of the residents and business-folk there, who generally consider the figure as exorbitant.<\/p>\n

The provisional budget for the 2011\/2012 fiscal year was presented to the town’s Mayor, Gisela Cramer on Wednesday, and a copy thereof was couriered to the Minister of Regional and Local Government and Housing and Rural Development, Jerry Ekandjo, on Thursday. The minister will first have to approve it before it comes into effect by July 1.<\/p>\n

The Namibian learnt that the recent hike is still based on the town’s 1997 evaluation roll because an evaluation in 2010 was rejected.<\/p>\n

The newspaper understands that the 2010 valuation resulted in increases of 200 to 400 per cent on property taxes, which was unacceptable and challenged in court.<\/p>\n

As a result, the court rejected this valuation, and taxes were ‘re-adapted’ to the 1997 valuation again until a new acceptable evaluation is adopted.<\/p>\n

As a result, for the past several years, rates and taxes have only increased by about five per cent annually.<\/p>\n

The municipality decided though to increase it by 40 per cent this year to ensure that it comes on par with current property evaluation.<\/p>\n

Besides the 40 per cent increase on rates and taxes, water tariffs have also been upped by 15 per cent. All other tariffs will see a five per cent increase.<\/p>\n

It was reliably explained to the newspaper that, even though sites and buildings will receive higher valuations (even up to 300 per cent) for the new valuation roll, the financial impact due to taxes will remain “only at 40 per cent”, as stated in the 2011\/2012 budget.<\/p>\n

Others are convinced that the budget will not “stand” with the minister though.<\/p>\n

“It is very likely that the minister will reject it precisely because of the 40 percent hike,” another source told the newspaper.<\/p>\n

Some of the residents and business people to whom The Namibian approached for comment were concerned though.<\/p>\n

A local estate agent said: “Oh goodness. That’s very bad news”.<\/p>\n

Not only will it effect her as a property owner, but also their business.<\/p>\n

“We are renting the office from the owners of the building. They would have to pay this, but this may very well influence our rent. And besides, when people come here to buy property, they would often ask what the municipal property tax is. If it’s sky-high, it may influence their decision to buy as they would have to work the extras into their personal budgets,” she explained.<\/p>\n

Henties Bay Councillor, Anna Hamutenya, said that those in the townships may not be severely effected because they use prepaid water and electricity.<\/p>\n

She also said that most of the people in the townships don’t own property either, so are not implicated in the rates and taxes.<\/p>\n

“We are expecting objections from the public though,” she said.<\/p>\n
