of the Nigeria Union of Local Government Employees, NULGE, Mr. Pat Okeranien has alleged that Edo state government was engaged in arbitrary deductions from the statutory allocation to the 18 local government councils in the state, resulting in the inability of the affected councils to pay salaries of staff even as it threatened to embark on strike over the issue.<\/p>\n<p>The NULGE chairman while addressing newsmen after a state executive meeting further accused the State government of &#8220;inordinate and mindless deduction of PAYE tax from staff salary even when NULGE members are yet to get their salaries&#8221;<\/p>\n<p>He said this trend was disturbing since the &#8220;continuous employment of primary school teachers by Edo State government who will eventually fund themselves with the PAYE system of the local government councils without recourse to its financial implications.&#8221;<\/p>\n<p>According to Okeranien, the continuous deduction by the State government of &#8220;unverified withholding tax from local government allocation at source&#8221; was depleting the funds available to local governments.<\/p>\n<p>He said the entire workforce of Oredo and Orhionmwon local government councils will from next week Monday 20th June, 2011, proceed on a strike action if the local government authorities fail to pay their two months arrears of salaries.<\/p>\n<p>The Union alleged that the State government may have decided to remove local government staff salaries as first charge before any other deductions whereas primary school teachers&#8217; salaries are deducted as first line charge from local government allocations monthly.<\/p>\n<p>NULGE also accused the government of refusal to comply with the provision of the 1999 constitution in respect of funding of primary school system and consequent upon these, it resolved that the payment of local government staff should be in the first line charge before any other deductions from the local government monthly allocation.<\/p>\n<p>&#8220;All local government councils in Edo State should with immediate effect commence the implementation of the approved the 80 percent pay rise to health workers in Edo State local government service, and to stop the implementation of the contributory pension scheme for local government employees, especially when workers are yet to get their salaries, without first discussing with the employees and all relevant stakeholders&#8221;.<\/p>\n<p>He said that there was the &#8220;incessant harassment and unprovoked assault on our members by the various transition committee members and or their aides&#8221; which was disturbing, adding that the harassment and unprovoked assault on its members by political functionaries
