Delegates and representatives from fragile states across the world along with development partners have assembled in Monrovia for the second international dialogue on peace building and state building.<\/p>\n

The two-day high level International Dialogue on Peacebuilding and Statebuilding is intended to better understand the problems of fragile states, including Liberia, Sierra Leone, Temor Leste, DRC, among 17 others.<\/p>\n

The meeting convenes today (with in-house technical discussions with a formal opening tomorrow) and runs thru Friday, June 17, at the SKD Sports Complex. President Ellen Johnson Sirleaf is expected to address the gathering of more than 100 international guests – many of whom are already in the country.<\/p>\n

The Monrovia Dialogue will focus on peer review of peacebuilding and statebuilding structures in fragile states officials including Liberia’s Planning Minister Amara Konneh, Timor Leste Finance Minister Emilia Pires and Billa Bird, head of Governance and Fragile States of the Department for International Development told a joint press conference in Monrovia Monday.<\/p>\n

Specifically, the Dialogue will be an engagement between g7+ nations (a 17-nations coalition of fragile states including Liberia, Timor Lest, Sierra Leone, and the Democratic Republic of Congo) and development partners on how partners can support fragile states in their efforts to engage one another, learn from one another and support each other’s development goals, Minister5 Konneh said.<\/p>\n

The cornerstone of this support and engagement will revolve around the issue of capacity building, which is the binding constraint that strangles development processes in most fragile states, Madam Bird added.<\/p>\n

The g7+ will seek remedies to the problem of low capacity and how it stifles peacebuilding and statebuilding efforts.<\/p>\n

Madam Pires said the Dialogue was established to foster a united voice among fragile states and to build a consensus with development partners to ensure that supports and assistance are in the context of conflict affected and fragile states.<\/p>\n

“We need to advance to prove to the world that we were ready to say goodbye conflict and welcome development,” she said.<\/p>\n

She said the first meeting of the International Dialogue took place in Dili, Temor Leste (her country) in April 2010, and the event left a positive impact on the country’s progress from conflict and destruction to peace and development. The same, she said, can be achieved in Liberia, a country now being regarded as a post conflict success story.<\/p>\n

The Monrovia Dialogue which is the Second International Dialogue on Peacebuilding and Statebuilding will produce and an International Action Plan (or the Monrovia Action Plan on Peacebuilding and Statebuilding) as the key output.<\/p>\n

The Dialogue meetings are an effort to ensure issues affecting fragile states are on the agenda of the 4th High Level Forum on Aid Effectiveness (HLF-4) scheduled for November 2011 in Busan, South Korea, officials say.<\/p>\n

Madam Peres said Liberia’s pending elections were critical to the fostering of the current peace and development, and hoped that it would land well.<\/p>\n

She said the international community, especially fragile states, does not want Liberia or other conflict-related nations to follow the examples of what happened in post elections Ivory Coast. “That is the reason we are having the dialogue here,” she said.<\/p>\n

Minister Konneh said Liberia is pleased to host the Dialogue that will take a hard look at the role of developing and developed country governments, aid donors, civil society and ordinary citizens in building sustainable peace and developing capable and accountable states.<\/p>\n

Liberia, he noted, is hosting the Dialogue because of its fast transformation from conflict to peace and development, but said the country stand at crossroads with respect to the 2011 elections.<\/p>\n

He described Liberia is an example of both of Africa’s terrible tragedy and for the recent emergence of hope, adding, “During the decade of the 90’s, the world came to know Liberia as a land of political comedy, widespread corruption and unimaginable brutality.<\/p>\n

“The Liberian people became refugees and fled to all corners of the world for shelter. It was a period of darkness and insanity,” he recalled.<\/p>\n

Fortunately, the Liberian official said, things have finally begun to change. “A fragile, yet stable era of peace has emerged, buttressed by the presence of United Nations peacekeepers and the desire and willingness of the Liberian people to rebuild their nation.”<\/p>\n

He said the challenge for all Liberians now is to maintain that peace and rebuild the nation.<\/p>\n

Minister Konneh asserted that though the country is enhancing security, revitalizing the economy after 35 years of decline and collapse, strengthening governance and rule of law, and rehabilitating infrastructure and providing basic services to our citizens, Liberia is not yet out of the woods.<\/p>\n

“Our country is at a crossroads. The upcoming elections later this year will either graduate Liberia from fragility to a strong prosperous nation in which every citizen has shared interests.”<\/p>\n

The 2011 Elections is no doubt critical to the survival of the Liberian state, as Liberians decide the course of their future for the next six years and beyond Minister Konneh said.<\/p>\n

“Most important to me and my generation is whether we come out of this elections season as another Cote d’lvoire or Kenya; or whether we choose a more peaceful path as did Ghana, after their 2008 elections; or Guinea, after their 2010 elections,” he pointed out, adding, “This is why we all must work together to ensure that our elections are free, fair, transparent and violent free.”<\/p>\n
