So intense is the tussle that close to 10 Permanent Secretaries including those from the ministry of Finance, Agriculture and Water have been summoned by the Secretary to the Cabinet Francis Muthaura to discuss the management of irrigation projects.<\/p>\n<p>The meeting today (Tuesday) at 2.30pm at Harambee House is expected to discuss the terms of reference for an irrigation implementation mechanism that will ensure efficient and rapid implementation of irrigation projects using the funds announced in the budget read last week.<\/p>\n<p>Sources at the Treasury told the Star that the cash voted by Finance minister Uhuru Kenyatta last week was the main subject of the fight. The ministries of Water and Agriculture have over the years fought over the control of irrigation projects leading to delayed funding of projects and subsequent food shortages.<\/p>\n<p>The Sh10.2 billion announced in the budget was to cater for all irrigation projects. Part of the cash, Sh400 million is for small-holders schemes under the ministry of Water while Sh1.2 billion was channelled through the ministry of Regional Development under regional authorities such as Tarda and Kerio Valley.<\/p>\n<p>Sources at the ministries claimed the remaining Sh8.4 billion was to be utilised through the National Irrigation Board NIB which is under the Water ministry.<\/p>\n<p>The Star further learnt that the decision by Finance minister to channel and hold the cash directly on an NIB account did not go down well with some senior officials at the ministries of Water and Agriculture. They want the cash channelled through either of the two ministries directly. The cash allocated to NIB is intended to finance various irrigation projects and boost productivity at the seven existing irrigation schemes.<\/p>\n<p>A total of Sh1.2 billion is for land compensation for people of Gichugu district who have to give up 1,500 acres of land in an on-going Mwea Expansion Project. Sh600 million will be spent on engineering work and designs. The huge allocation to irrigation is expected bring about food self-sufficiency.
