The Salaries and Remuneration Commission Bill 2010 and 2011, Independent Electoral &#038; Boundaries Commission Bill 2011, and the Supreme Court Bill 2011, are awaiting presidential assent, according to the Commission for the Implementation of the Constitution.<\/p>\n<p>The Bills were passed into law a fortnight ago with Parliament sitting until midnight to dispense with some of them. This followed protracted delays occasioned by, among other things, wrangles emanating from the Parliamentary Committee for Legal and Justice Affairs.<\/p>\n<p>According to the new constitution, bills that are passed and not signed automatically become law after 14 days.<\/p>\n<p>Reached for comment yesterday, the CIC through its communications director Mildred Ngesa said, &#8220;We have clearly stated the status of all pending Bills in our bill tracker segment of our website.&#8221;<\/p>\n<p>According to the Bill tracker, the three are labeled &#8220;awaiting presidential assent&#8221;. One more Bill, the Independent Offices Bill 2011, which ought to have been enacted into law by May 30, is labeled &#8220;before Parliament for debate&#8221;.<\/p>\n<p>The Salaries and Remuneration and IEBC Bills ought to have been enacted into law by May 15, and the Supreme Court Bill by May 30. Yesterday, chair of the Constitutional Implementation Oversight Committee Mohammed Abdikadir said Parliament is not to blame for the delay because it dispensed with most of the Bills brought before the House except the one on Independent Office and Appointments.<\/p>\n<p>He said a huge part of the delay lies with the executive and coordinating bodies, the CIC, Attorney General&#8217;s office and Kenya Law Reform Commission. &#8220;Since we came back, we have received less than five Bills and we have passed them. The question is where are all other Bills? Where are the Bills on police reforms, land commission, Kenya Human Rights and Equality Commission and the like? They are all saddled up somewhere but not Parliament. &#8220;If the president is delaying with what we have passed, that is still the executive.
