The GAC says it is not aware of such a Memorandum of Understanding, as it is not within its professional mode of operation to acquit auditees\u2019 fiscal excesses, let alone through an MOU.<\/p>\n<p>According to GAC Release, Minister Varbah Gayflor must have deceived herself by evading standard auditing procedures by entering into a bogus Memorandum of Understanding for the sole purpose of arranging pseudo self-vindication from the mountains of financial irregularities which characterize the conduct of the affairs of the Ministry of Gender and Development.<\/p>\n<p>During eight months of intensive and thorough investigation of the financial management system of the Ministry of Gender and Development by the GAC, Minister Gayflor had, and was given, adequate time to prove her propriety and the prudence of the Ministry\u2019s financial management system; something she failed to do even in spite of repeated attempts by auditors to get her cooperation.<\/p>\n<p>The exit conference, which Minister Gayflor indicated she benefited from with the issuance of an MOU, was not meant to clear her or the Ministry, and at no time did the Auditor General of the GAC or any authority entered into any form of agreement with the Minister or the Ministry to trim or adjust any findings of the audit as articulated in the then draft Management Letter submitted to the Ministry.<\/p>\n<p>While it is true that Minister Gayflor submitted new batch of information after the exit conference purported to be supporting documents meant to clear issues of improprieties in the draft report, former Auditor General John Morlu or his principal deputies never changed the original findings and recommendations in the referenced audit report because the information provided by the Ministry failed to cure and acquit the merit of the deficiencies noted.<\/p>\n<p>1972 Executive Law of Liberia and its subsequent statutory modification grants only the Auditor General of Liberia the authority to pass an opinion, following an audit conducted, on the financial standing of auditees.\u00a0 It is therefore unfortunate and saddening that Minister Gayflor would seek vindication from serious accountability and transparency questions raised in the audit report of the Ministry of Gender and Development by engaging in fraudulent and stage-managed arrangements in search of undeserved acquittal instead of humbly submitting to probity to cleanse the fiscal excesses uncovered by the report.<\/p>\n<p>The GAC reiterates and confirms that both the financial and administrative activities undertaken by the Ministry of Gender Development Management during the audited period (Fiscal Years 2006\/07, 2007\/08, &#038; 2008 up to September 2009) were characterized by a number of financial irregularities and major control deficiencies.
