Nairobi \u2014 Minutes after landing at the Aden Abdulle International Airport in Mogadishu last Sunday morning, we unexpectedly found ourselves in the middle of the commissioning of a new road in the centre of the capital by Transitional Federal Government (TFG) Prime Minister Mohamed Abdullahi Mohamed aka Farmajo.<\/p>\n

This is the same city where Nairobi embassy bomb blast mastermind Fazul Abdullah Mohammed would meet his death three or four days later in a shootout at a TFG checkpoint.<\/p>\n

Amid a sea of jubilant Somalis welcoming the new road, one of the numerous projects the fragile government is undertaking to rebuild infrastructure virtually destroyed by 21 years of civil war, hundreds of soldiers from the African Mission in Somalia (AMISOM) sealed off the area ahead of the PM’s arrival.<\/p>\n

Soon, a dozen military pickups– “technicals” to the locals — drove in at breakneck speed, with bands of young fighters hanging precariously, guns at the ready, followed by five anti-landmine trucks, manned by AMISOM troops.<\/p>\n

In the ensuing commotion, the PM emerged from one of the trucks marked AU, closely guarded by troops mainly from the Uganda People’s Defence Forces who provide the bulk of the AMISOM troops stationed in the country.<\/p>\n

In a record two minutes, the PM was through with his speech and swiftly chaperoned back to the heavily fortified truck.<\/p>\n

Such is the level of insecurity in the country that the PM, or any government official for that matter, is not allowed to spend more than 10 minutes at a given function.<\/p>\n

Public functions are never held outside on open ground but indoors for security reasons.<\/p>\n

A brief stroll in Mogadishu leaves a visitor with no illusions about the insecurity in the lawless seaside capital of the Horn of Africa nation.<\/p>\n

From the airport through the city’s dusty streets, one comes face to face with bands of young TFG soldiers clad in military fatigues, permanently on the lookout for the dreaded al Shabaab militia fighting to take control of the country and instal their version of Islamic teaching as well as sharia law.<\/p>\n

Visitors need an armed escort to navigate the mean streets of Mogadishu.<\/p>\n

All major government offices, from the PM’s office to the Villa Somalia, which serves as State House, to the major installations like the port and the airport are heavily guarded by AMISOM troops.<\/p>\n

According to Finance minister Hussein Halane, between 50 to 60 per cent of the country’s budget goes to security related expenditure.<\/p>\n

“Without security, nothing can happen in this country, and that is why we are dedicating more resources to security related programs than to development expenditure,” he told the Sunday Nation.<\/p>\n

According to the PM, the government is at times forced to bribe the numerous warlords who call the shots in the various districts of the capital to buy their co-operation.<\/p>\n
