The recent cancellation of grants from Global Fund to fight HIV\/Aids, malaria and tuberculosis will have diverse effects on the procurement of life-saving antiretroviral medication (ARVs), government has warned.<\/p>\n
This implies, an estimated 300,000 people, who currently receive ARVs out of the total 600,000 who need the drugs, will hardly access them, risking interrupting their treatment regime.<\/p>\n
Health Minister Christine Ondoa said yesterday her ministry is considering putting the matter to Parliament to devise means of ensuring that patients on ARVs continue receiving them uninterrupted.<\/p>\n
The minister made the heart-breaking revelation at Kololo independence grounds during the commemoration to mark the World Aids Day. Early this month, the Global Fund announced that it had cancelled the next round of funding (named Round 11) to several countries, including Uganda, due to the global financial crisis.<\/p>\n
Round 11 was supposed to have been launched last August but the estimated funds for it declined from the estimated $1.6b expected in December 2010 to $0.8b in September and to a negative this month.<\/p>\n
However, Dr Ondoa said the Fund had accepted to release grants for Round 10 amounting to $273m which will facilities existing HIV\/Aids, malaria and tuberculosis programmes for the next three years.<\/p>\n
Figures from the Uganda Aids Commission indicate that 1.2 million Ugandans are HIV positive, of which 150,000 are children but only one in four infected Ugandans receive ARVs. Last year, 64,000 Ugandans died of Aids and 124,000 were infected.<\/p>\n
Dr Kihumuro Apuuli, the director general of Uganda Aids Commission (UAC), said the situation would worsen given the fact that new infections are increasing by the day.<\/p>\n
UAC chairperson Vinand Nantulya said with the introduction of the ARV therapy, Ugandans have become complacent thinking that Aids is no longer a problem, leading led to an increase in infections.<\/p>\n
“We are really under siege again. Many men have resorted to multiple partners and this has caused over 100,000 new infections annually. This is regrettable and bad news for the country,” he said.<\/p>\n
In a speech read for him by Vice President Edward Ssekandi, President Museveni said if Ugandans don’t change their behaviour, it would be impossible to meet demands of those who need ARVs.<\/p>\n
“I am informed that according to World Health Organisation for every two people put on treatment, five are being infected. Ugandans must realise that this is not acceptable because no matter how much resources we dedicate to treatment, it will be unattainable to meet the demand,” President Museveni said.<\/p>\n
