Freetown \u2014 Chairperson of the tribunal set up by the Human Rights Commission of Sierra Leone to investigate complaints made by some ex-military personnel against the military and ministry of Defence yesterday stated that the committee may take strong action against the Accountant General (AG), who has blatantly disregarded a subpoena letter, ordering his appearance before the hearing.<\/p>\n

The HRC-SL is conducting a public hearing at the YWCA new hall on complaints of 235 chronically ill and mentally imbalanced ex-soldiers made against the ministry of Defence and the Republic of Sierra Leone Armed Forces.<\/p>\n

Hinting at possible action the commission might take against the Accountant General, Kebbe A. Kouroma, Commissioner Yasmin Jusu-Sheriff said despite a subpoena letter being sent to him three weeks ago, he had not responded nor sent a representative unlike the minister of Finance who sent a senior official to testify on his behalf at the tribunal. She said the tribunal had an option to make an application to the High Court for contempt charges to be pressed against the AG, which will eventually lead to a bench warrant.<\/p>\n

The AG could not be reached for his comment.<\/p>\n

Testifying earlier was the Permanent Secretary in ministry of Finance and Economic Development, Alhaji Baniyila Sesay who said he was aware that some ex-soldiers were to be paid benefits but that computation of such were normally done by the respective ministries, departments and agencies. On the case of the Wounded In Action soldiers, he said the Finance ministry only gave approval certificates because the Defence ministry was self accounting.<\/p>\n

Col. Simeon Nasiru-Sheriff said the military took the decision to pay the ex-soldiers as a recommendation was made to the ministry of Finance but they chose not to follow it. He said those ex-soldiers that came after the first two batches of the Wounded In Action were categorised as chronically ill and mentally imbalanced.<\/p>\n

Lt. Col. Dr. Foday Sahr in charge of the 34 Military hospital also testified before the tribunal that the chronically ill and mentally imbalanced was coined by the military for administrative purposes and not by the medical board. A comprehensive list of ex-soldiers treated was marked as Wounded In Action and the names of the chronically ill and mentally imbalanced were included.<\/p>\n
