{"id":436438,"date":"2011-06-06T00:32:43","date_gmt":"2011-06-06T00:32:43","guid":{"rendered":"http:\/\/www.ghanamma.net\/2011\/06\/06\/ministry-of-local-government-and-rural-development-jobs-financial-specialist\/"},"modified":"2011-06-06T00:32:43","modified_gmt":"2011-06-06T00:32:43","slug":"ministry-of-local-government-and-rural-development-jobs-financial-specialist","status":"publish","type":"post","link":"https:\/\/www.ghanamma.com\/2011\/06\/06\/ministry-of-local-government-and-rural-development-jobs-financial-specialist\/","title":{"rendered":"Ministry Of Local Government And Rural Development Jobs: Financial Specialist"},"content":{"rendered":"<div readability=\"52.6801470588\">\n<div readability=\"48.8387787292\">\n<div readability=\"32.4374360723\">\n<p><strong>LOCAL GOVERNMENT CAPACITY SUPPORT PROJECT<br \/>IDA CREDIT NO:<\/strong> 4878-GH<\/p>\n<p>The Government of Ghana has received funding from the World Bank towards the cost of implementation of the Local Government Capacity Support Project (LGCSP) and intends to apply part of the proceeds of this credit to payments under contracts for individual consultants to support project implementation.<\/p>\n<p><strong>The Objectives of the project are:<\/strong><\/p>\n<ul>\n<li>To strengthen the intergovernmental fiscal framework<\/li>\n<li>To strengthen local public financial management and accountability for improved infrastructure and services in urban assemblies; and<\/li>\n<li>To improve citizens\u2019 engagement with urban assemblies and their perceptions of urban management<\/li>\n<\/ul>\n<p><strong>The project is divided into four components:<br \/><\/strong>Component 1: Strengthening the fiscal framework for decentralization<br \/>Component 2: Enhancing decentralized urban service delivery<br \/>Component 3: Stimulating demand for accountable governance and service delivery<br \/>Component 4: Institutional and Project Management Support<\/p>\n<ul>\n<li>The <a href=\"http:\/\/joblistghana.com\/jobs-ghana\/ministry-of-local-government-and-rural-development\" rel=\"tag\" title=\"Posts tagged with Ministry of Local Government and Rural Development\">Ministry of Local Government and Rural Development<\/a> (MLGRD) will implement components 2, 3 and 4 of the project. These components will provide performance based grants to urban metropolitan and municipal assemblies (MMAs), support social accountability objectives as laid out in the government\u2019s Decentralisation Policy Framework and provide project management support. Support to MMAs will focus on improving their performance in five core local government Public Financial Management (PFM) reform areas: Budgeting, Reporting and Auditing, Revenue Management, Asset Management,and Social Accountability<\/li>\n<li>The project is being implemented through the mainstream structures of the Ministry. For smooth implementation, the Ministry seeks to recruit suitable qualified and competent individual consultants to support its existing mainstream staff to implement the project. MLGRD now invites eligible individual consultants to indicate their interest in providing the relevant services described below by submitting detailed curriculum vitae to provide information that they are qualified to perform the services.<\/li>\n<\/ul>\n<p><strong>Objective of the Assignment:<br \/><\/strong>To support and advise MLGRD on the establishment and implementation of sound financial management practices for the effective management of the project. The contract will be for an initial period of one year, renewable up to three years, subject to satisfactory performance.<\/p>\n<p><strong>Scope of Work:<br \/><\/strong>The Financial Management\u00a0 Specialists (FMS) will report through the Financial Controller of the Ministry to the Project Director and perform such functions as providing technical support and assistance to MLGRD and MMAs and other implementing agencies in the area of financial management.
