{"id":433704,"date":"2011-06-01T00:40:14","date_gmt":"2011-06-01T00:40:14","guid":{"rendered":"http:\/\/www.ghanamma.net\/2011\/06\/01\/new-eu-regulations-to-hit-namibia-hard\/"},"modified":"2011-06-01T00:40:14","modified_gmt":"2011-06-01T00:40:14","slug":"new-eu-regulations-to-hit-namibia-hard","status":"publish","type":"post","link":"https:\/\/www.ghanamma.com\/2011\/06\/01\/new-eu-regulations-to-hit-namibia-hard\/","title":{"rendered":"New EU Regulations to Hit Namibia Hard"},"content":{"rendered":"<div readability=\"59.3825766306\">\n<hr class=\"thin clear\" \/>\n<hr class=\"thin clear\" \/>\n<p><a href=\"http:\/\/www.newera.com.na\/\" target=\"_blank\" rel=\"noopener noreferrer\"><img decoding=\"async\" src=\"http:\/\/allafrica.com\/img\/static\/publishers\/minibanners\/newera180.jpg\" alt=\"New Era (Windhoek)\" title=\"Visit New Era (Windhoek)\" \/><\/a><\/p>\n<p>Desie Heita<\/p>\n<p>31 May 2011<\/p>\n<hr class=\"thin clear\" \/>\n<p>Windhoek \u2014 The European Union&#8217;s proposed changes to regulations governing the entry of goods into the European market are set to deal Namibia a deadly blow, especially if the proposals are approved.<\/p>\n<p>European lobbyists say the proposed changes are set to disadvantage Namibia, effectively forcing the country to sign the Economic Partnership Agreement (EPA) without ironing out the outstanding issues.<\/p>\n<p>The EU has drafted new proposals to change the current regulations on the Generalised System of Preferences (GSP) &#8211; a regulation that allows more than 170 beneficiary countries, such as Namibia, to export goods into Europe with reduced or zero duties.<\/p>\n<p>There is currently a deadlock on an EPA, with Namibia insisting that outstanding issues be ironed out first before the agreement can be signed.<\/p>\n<p>Lobbyists see GSP as the other way out for Namibia in the absence of the EPA, even though it is a little stricter and does not cover beef, the country&#8217;s main export to Europe.<\/p>\n<p>The proposal has redefined thecurrent list of beneficiary countries, using the World Bank classifications of countries according to development ranking.<\/p>\n<p>Preference is now given to &#8220;countries in need&#8221;, and shift in focus that would see the list of beneficiary countries cut from the current 176 to 80 countries.<\/p>\n<p>The ranking of Namibia as lower middle-income country, instead of a low-income country, is set to disqualify the country from the new list of beneficiary countries. This would mean that Namibian goods &#8211; beef, fish and grapes &#8211; would have to be subjected to stricter tax and duties when entering Europe, unless the country signs the outstanding EPA.<\/p>\n<p>The EU says the objective of the changes to GSP is to &#8220;focus on those countries in need, ensuring that those most deservingderive the most benefit from the system.&#8221;<\/p>\n<p>The EU argues that more advanced economies have emerged in the last period of 20 to 30 years, putting pressure on the developing countries, with the poorer countries lagging behind.
