When driven by growth prospects, such inflows are essentially good, but past experience indicates that they have the potential to lead to boom and bust cycles.

According to Ipinge, the main policy issues facing recipient countries such as Namibia is “how to best accommodate these flows, how much to let the currency appreciate, how to use macroeconomic policy, how to use macro-prudential tools, reserves, and capital controls, to best avoid excesses and maintain stable growth”.

With regard to solutions, Ipinge said that achieving strong, sustained and balanced growth will not be easy, and will require initiatives such as fiscal consolidation, exchange rate adjustment and rebalancing of demand across Namibia.

In terms of membership, in 2010 the NCCI recorded an increase of 60 per cent compared to 2009 figures, totalling 336 members of which 60 are new members. Ipinge noted that this does however continue to be a poor representation of the business community in Windhoek, and said that discussions are currently underway between the NCCI’s national leadership and Government around membership.

Options being considered are that a business or company must be affiliated to the NCCI or present an NCCI membership certificate in order to register a business or to be eligible for Government tenders.

The NCCI Windhoek branch chairperson said that 350 certificates of origin were issued in 2010, which represents a 62 per cent increase from 2009 figures, and is a clear indicator of an increase in exports, as well as the global economic recovery.

Concerns raised by business representatives primarily related to unemployment and the Targeted Investment Programme for Employment and Economic Growth (TIPEEG) as well as the proposed Vocational Education and Training (VET) Levy.

With regard to TIPEEG, one business representative said that the programme does not make provision for energy generation, and asked to what extent meaningful and sustainable employment can be created where no consideration is given to energy.

In terms of the VET Levy, a number of business representative were largely sceptical, calling for external auditing and reporting processes, as well as indicating that the NCCI should act as a watchdog to ensure that the collected funds are used for their intended purpose.

Ipinge said that the cost of business erven remains unaffordable for many entrepreneurs, particularly SME start-ups, and indicated that business premises in the form of open markets and industrial parks remain in short supply.

Noting the ongoing unemployment problem, Ipinge made a call on the City of Windhoek, saying, “without an enabling environment for business activities, it is difficult for the private sector to meaningfully contribute to the eradication of unemployment”.

<fieldset>
<legend align="center">More News on allAfrica.com</legend>
</fieldset>

AllAfrica – All the Time

More here:
Economic Indicators Reflect Recovery – NCCI

Nico Smit 31 May 2011 Namibia’s GDP is forecasted to grow by 4,6 per cent in 2011 and to accelerate in 2012 to 5,1 per cent.
