{"id":432349,"date":"2011-05-30T06:02:59","date_gmt":"2011-05-30T06:02:59","guid":{"rendered":"http:\/\/www.ghanamma.net\/2011\/05\/30\/country-offers-good-lessons-liberian-officials\/"},"modified":"2011-05-30T06:02:59","modified_gmt":"2011-05-30T06:02:59","slug":"country-offers-good-lessons-liberian-officials","status":"publish","type":"post","link":"https:\/\/www.ghanamma.com\/2011\/05\/30\/country-offers-good-lessons-liberian-officials\/","title":{"rendered":"Country Offers Good Lessons- Liberian Officials"},"content":{"rendered":"<div readability=\"38.4565217391\">\n<hr class=\"thin clear\" \/>\n<hr class=\"thin clear\" \/>\n<p><a href=\"http:\/\/www.newtimes.co.rw\/\" target=\"_blank\" rel=\"noopener noreferrer\"><img decoding=\"async\" src=\"http:\/\/allafrica.com\/img\/static\/publishers\/minibanners\/newtimes180.jpg\" alt=\"The New Times (Kigali)\" title=\"Visit The New Times (Kigali)\" \/><\/a><\/p>\n<p>Stephen Rwembeho<\/p>\n<p>28 May 2011<\/p>\n<hr class=\"thin clear\" \/>\n<p>Rwamagana \u2014 A delegation of 10 officials from Liberia&#8217;s Ministry of Finance have commended the fiscal decentralisation policy in Rwanda.<\/p>\n<p>Led by Eudora Blay Pritchard, the group was in Rwamagana this week to learn from Rwanda&#8217;s Public Financial Reforms they plan to adopt in their country.<\/p>\n<p>The officials on the study tour were drawn from the expenditure, controller section and cash and treasury management in the Ministry of Finance.<\/p>\n<p>Pritchard, Deputy Controller\/Treasurer Services, said their tour came as a recommendation from their government to gather hands-on experience from Rwanda.<\/p>\n<p>&#8220;Our Minister of Finance was here recently. This visit is in line with our government&#8217;s plan to make some public financial reforms,&#8221; she said.<\/p>\n<p>She observed that Rwanda has moved a significant step towards the implementation of the fiscal decentralisation policy.<\/p>\n<p>&#8220;Rwanda offers good lessons that we shall share with our colleagues back in Liberia. We admit that Rwanda is ahead and we can follow behind. Ours is purely a centralised policy, hence making a big difference.&#8221;<\/p>\n<p>Geoffrey Mushaija, the Executive Secretary of Rwamagana district, told the visitors that public financial reforms were responsible for development in districts.<\/p>\n<p>He explained that the aim of the reform was to ensure efficient, effective and accountable use of public resources.<\/p>\n<p>&#8220;The strategy focuses on building human resource capacity, putting in place modern and effective systems.
