The program was organised by the West African Network for Peace Building and funded by the EU Non State Actors Strengthening Programme-The Gambia.<\/p>\n<p>In his keynote address, the Programme Officer at WANEP The Gambia, Mr. Lamin O. Ceesay told participants that the workshop aims to undertake a serious exercise by critically reviewing the findings before participants in order to provide the local government authorities of Central River and Lower River Regions with the recommendations on the strategic options for strengthening local governance and peace building. He said the two are among the most conflict prone regions in the Gambia due to their proximity to the volatile southern Senegalese region of Casamance.<\/p>\n<p>The WANEP Programme Officer said the study to be validated focused on capacity assessment for decentralization and peace building in the three local government administrative areas of Mansanko, Janjanbureh and Kuntaur in terms of governance, conflict issues, peace building and decentralization as the central themes, with a particular interest in capacity gaps of the two local authorities, stakeholders and systems in relation to LGA Act. The report, he said, has examined the capacity needs of local institutions, players and systems in order to help the implementing agency and other stakeholders to make informed decisions during the designing of the training manual for the LGAs. He described the participants as representative of the current actors in the local government authority and whose input in the finalization of the document is crucial for the attainment of good governance and peace building at provincial and district levels<\/p>\n<p>Mr. Ceesay welcomed the process of assessing the capacity and willingness of governance institutions and stakeholders in terms of additional conflict and peace building mechanisms in specific governance areas that could contribute to peace building through improved governance.<\/p>\n<p>Fatou Sowe Denton, deputizing the Permanent Secretary of the Ministry of Local Government and Lands, said good governance is necessary to bring about changes in allocation and assignment of power and resources within government whether local or national and the wider society. She said this can address root causes of conflict and create an environment for sustainable peace building and development. If handled well, said Madam Sowe Denton, decentralization can support peace building by a encouraging transparent and accountable actions by key actors and building local participation in public decision making process, empowering communities and increasing their sense of security. She added that this encourages social cohesion by strengthening the vertical and horizontal relationships.<\/p>\n<p>Madam Sowe Denton said making local administrations more efficient and effective enhances their credibility in the eyes of the community. She added that if this responsibility is handled badly without proper accountability mechanisms in place the reallocation of power and resources can produce power struggles and possibly leading to renewed violence and trauma. This, she said, can reinforce unequal power structures, enable the elite to capture the resources and perpetuate differential treatment for different groups particularly based on religion and ethnicity.
