Abuja \u2014 President Goodluck Jonathan yesterday called for a reform of the United Nations (UN) and support for Nigeria’s quest for permanent membership of the UN Security Council. President Jonathan made the call yesterday when he received the visiting UN Secretary General, Mr. Ban Ki-Moon, at the State House. President Jonathan who decried the situation whereby no African nation is represented in both the permanent and non-permanent categories of the UN said the reforms were necessary to bring the world in line with the global current realities.<\/p>\n

“A situation where Africa is totally excluded from the permanent membership of the Council is unfair and untenable. Mr. Secretary-General, given the realities of today’s world, a comprehensive reform of the United Nations system is imperative at this time. Specifically, the expansion of the Security Council, it is therefore my hope that the UN system will support Nigeria’s quest for permanent membership of the UN Security Council.”<\/p>\n

On the current situation in Cote d’Ivoire, President Jonathan appealed to the international community through the world body to remain engaged in the country to fast tract the current efforts at reconstructing the war torn country. The engagement, he said, is critical for the purposes of ensuring that both the urgent need for reconstruction and disarmament are achieved as soon as possible.<\/p>\n

He said: “It is critical for the international community to remain engaged in Cote d’Ivoire especially with respect to the urgent work of reconstruction; and the challenges of disarmament, demobilization and rehabilitation. We must also acknowledge the support of the European Union”.<\/p>\n

He said Nigeria is greatly concerned about the illicit trade in Small Arms and Light Weapons thus Nigeria was throwing her weight behind the UN Program of Action (UNPA) on this category of weapons.<\/p>\n

“I acknowledge, with joy, the election of Nigeria’s Permanent Representative as Chairperson-designate to the 2912 Review of the UN Program of Action on Small Arms and Light Weapons”.<\/p>\n

While commending the leadership of the World Body, he noted that the nation’s aspiration was to promote world peace, saying that Nigeria has left no one in doubt as to the country’s unwavering commitment to the ideals of global peace.<\/p>\n

“When we joined the UN was to promote international peace and security and over the years we have left no doubt as to our unwavering commitment to the ideals of the UN. I commend the leadership of the UN for its focused commitment to ensuring the actualization of the Health-MDGs: infant, child, and maternal health as well as the concerted fight against HIV and AIDS”.<\/p>\n

On the Millennium Development Goals (MDGs), Jonathan said Nigeria has remained focused on reducing infant mortality which has dropped by 25 percent; maternal mortality which has dropped by 32percent; and the total eradication of polio, where the nation has recorded a 90 percent reduction since 2009″ Nigeria is fully committed to the MDGs, a fact which is underscored by the fact that we have dedicated our debt relief grants to such initiatives as immunization, midwifery service scheme, and strengthening of primary health care”.<\/p>\n

He also assured that Nigeria is committed to achieving the eight MDGs by 2015 by continuing to provide the appropriate policy base and requisite investments.<\/p>\n

“I also intend to attend the High Level meeting on AIDS in New York aimed at giving impetus to waning commitment to international funding. I wish to reaffirm Nigeria’s recently announced pledge of USD500, 000 to UN Women over the next three years as a demonstration of our commitment to women’s issues, especially; I am delighted at Ambassador Joy Ogwu’s election as the First President of the Executive Board of UN Women.<\/p>\n

The President, who expressed satisfaction with Nigeria’s cooperation with the UN Counter-Terrorism Implementation Task Force (CTITF), said the country has put forward proposals for technical assistance for improved capacity and is currently working with the Counter Terrorism Executive Directorate (CTED) on the establishment of a focal point on counter-terrorism within ECOWAS.<\/p>\n

He said: “I am also glad to inform the Secretary-General that we are in the final processes of passing a Bill to Provide for Measures to Combat Terrorism and a Money Laundering Bill, both of which are meant to give impetus to our committed fight against international terrorism. I would like to reiterate Nigeria’s commitment, as a member of the UN Security Council, to continue in its bridge-building efforts within the larger context of the UN’s efforts at maintaining international peace and security”.<\/p>\n

The UN Secretary General while speaking with State House correspondents after the meeting, commended Nigeria’s leadership roles including in world peace keeping missions and urged other African countries to take a cue from Nigeria’s efforts.<\/p>\n

He said: “Since the admission of Nigeria into the United Nation since half a century ago, Nigeria has been in a steady and strong partnership with the UN. Just a week after your independence, you had dispatched your men and women as members of peacekeepers. Now you are the fourth largest troop and police contributing country, starting with Darfur and nine other different areas where your men and women have contributed greatly to the peace and stability of the world and I deeply appreciate. You have sent many distinguished Nigerian leaders, Mr. Ibrahim Gambari who is now working as a UN\/AU joint special representative in Darfur and professor Babatunde Osetimehin as the new Executive Director of the UNFPA, you have a general Obi as the force commander in Sudan and just a few days ago I appointed another Nigerian as my special representative in Central Africa and these are some of your very distinguished citizens who are showing excellent leadership and participation. I hope that this will continue from your side”.<\/p>\n

On Nigeria’s quest for a permanent seat at the UN, the UN scribe noted that it was regrettable that there is no African country represented in the security council as a permanent member, but assured that the member states of the UN who have been discussing the matter for the past 20 years will expedite action on how to adapt the security council to the changing world.<\/p>\n

“Considering the dramatic significant changes in the international political scenes, member states have agreed that there is need for the reform of the Security Council in a democratic and transparent and more representative way, for that there is no disagreement. Member state have now in the last three years accepted accelerating the negotiations on how to find the common elements in making some good modalities where member states could agree. They have begun to discuss and negotiate on the basis of the text and I sincerely hope that they will find a good solution on this matter. As the secretary general I have always been trying to facilitate such ongoing negotiations and processes. Please note that this is to be determined and decided by member states”. Moon who commended Nigeria’s achievements on the MDGs, however said the country needs to still do more in the areas of Child Mortality and maternal mortality.<\/p>\n

“Nigeria has been doing well, your initiative and examples should be emulated and expanded throughout African continent and that is why I am here. That is what I am raising my voice to the world, first of all leadership is very important as you have seen the in the national healthcare bill passed by the national assembly,” he noted.<\/p>\n
