Voter apathy was said to be deep and widespread in the run-in to the elections.<\/p>\n<p>Two election presiding officers in the Free State were fired after one borrowed ballot papers from a neighbouring voting station, the Independent Electoral Commission in the province said on Wednesday.<\/p>\n<p>Free State Election Commission head Chris Mepha said the presiding officer of a voting station in the Dihlabeng municipality ran out of ballot papers and ran across the road to borrow additional ballots. Election regulations specifically prohibit such transfers of voting materials.<\/p>\n<p>In <strong>Uganda,<\/strong> The Daily Monitor reports that Forum for Democratic Change president Kizza Besigye has said the proposed constitutional amendment to deny bail to rioters and economic saboteurs is a government ploy to incarcerate him &#8220;for a long time&#8221;.<\/p>\n<p>During a press conference at his Kasangati home in Wakiso District on Tuesday, the former presidential candidate agreed to conditional talks with government but dismissed allegations that he is receiving foreign funding to organise the walk-to-work demonstrations.<\/p>\n<p>&#8220;What money is needed for demonstrating? We are on foot and don&#8217;t even need money for taxis,&#8221; he said in response to a question from the Monitor.<\/p>\n<p>Speaking minutes before taking his first uninterrupted drive through inner Kampala in more than a month, Dr Besigye, who was yesterday charged at Nabweru Court with unlawful assembly on 28 April, said the government is &#8220;anxious&#8221; to detain him.<\/p>\n<p>He vowed to continue the walk-to-demonstrations called by Activists for Change pressure group over soaring prices of food, fuel and other basic commodities.<\/p>\n<p>According to the government-alligned Herald in <strong>Zimbabwe,<\/strong> the holding of fresh elections should not be delayed any further than is necessary.<\/p>\n<p>If the timelines agreed between parties to the Global Political Agreement fit into 2011, elections should be held before the end of the year, President Mugabe has said.<\/p>\n<p>The President pointed out that the GPA and inclusive Government were not supposed to last more than two years and elections were delayed only because the MDC formations rejected the Kariba Draft, a version of the new constitution.<\/p>\n<p>The Herald in Harare also tells us that US aircraft manufacturer Boeing has given Air Zimbabwe the green light to continue flying its B737-200 planes.<\/p>\n<p>Airzim engineers say the planes are now too expensive to operate.<\/p>\n<p>Airzim grounded three of its Boeing 737 series last month after the national air safety body indicated that the planes had passed their sell-by date, since they habe what is technically called a design service objective of 20 years.<\/p>\n<p>Management at Airzim then requested that Boeing carry out an independent structural integrity inspection on the three planes. The US company say the aircraft are safe to fly.
