The \u00a0 EFA FTI is an international partnership of developing and donor countries, civil \u00a0 society organizations and multilateral agencies dedicated to ensuring quality \u00a0 basic education for all children.<\/p>\n<p>At the meeting in Kigali, the EFA FTI Board of Directors will set policies for \u00a0 the EFA FTI Partnership for the coming years, including new strategies for education in fragile and post-conflict states, girls\u2019 education, and improving \u00a0 quality of learning. EFA FTI has been a catalyst in promoting universal basic \u00a0 education across the world, and Rwanda is extremely proud to be asked to host \u00a0 these meetings.<\/p>\n<p>EFA FTI has been a key partner for Rwandan education since 2006. In that year, \u00a0 Rwanda\u2019s ambitious goals for providing basic education for all Rwandan children \u00a0 were endorsed by the EFA FTI with a two-year grant of US$ 70 million. This \u00a0 support was bolstered by subsequent grants totaling US$ 105 million covering the \u00a0 period 2009 &#8211; 2013.<\/p>\n<p>This support has contributed towards the outstanding progress in Rwanda\u2019s basic \u00a0 education sector in the last three years. As testament to this development, \u00a0 enrollment in basic education doubled between 1998 and 2009, to reach 2.2 \u00a0 million students in 2008. Having made vast strides towards ensuring all children \u00a0 actually go to school, the Rwandan Ministry of Education is increasing its \u00a0 attention to ensuring that education quality is improved.<\/p>\n<p>Rwanda\u2019s new Education Sector Strategic Plan 2010-15 sets out the Ministry\u2019s \u00a0 plans to overcome the challenges it faces in this area. The goals are ambitious; \u00a0 for example, the teacher\u2013student ratio is targeted to fall from its present \u00a0 level of 63 to 47 by 2015, and the Ministry of Education is fully committed to \u00a0 ensuring this goal.<\/p>\n<p>In recognition of Rwanda\u2019s determination to achieve the goal of universal \u00a0 primary completion, the EFA FTI Partnership has allocated significant financial \u00a0 resources to the Rwandan education sector over the past years. With financing a \u00a0 key constraint to achieving the country\u2019s education sector plan, this support is \u00a0 key to the success of the plan. Indeed, earlier EFA FTI funding had a catalytic \u00a0 effect in attracting other partners to support the sector.
