Gerald Bareebe brings you the exchanges between Rebecca Kadaga and Nandala Mafabi.<\/p>\n<p>Outgoing deputy speaker Rabecca Kadaga is as incompetent as her former boss Edward Kiwanuka Ssekandi, Budadiri West MP Nathan Nandala Mafabi yesterday said.<\/p>\n<p>Mr Mafabi, who is Ms Kadaga&#8217;s rival for the House Speaker&#8217;s seat, said Mr Ssekandi and Ms Kadaga jointly worked to diminish the powers of the 8th Parliament in carrying out its accountability function.<\/p>\n<p>But Ms Kadaga yesterday said Mr Mafabi should not blame her for Mr Ssekandi&#8217;s failures.<\/p>\n<p>&#8220;You have been living in this country, do you also question my integrity?&#8221; she asked, adding, &#8220;Has my integrity been in question? You cannot blame somebody&#8217;s mistakes on me.&#8221;<\/p>\n<p>She restated her impartiality over the years while serving as Deputy Speaker, adding that she was the one who allowed Mr Mafabi to table the Chogm Report and denied having played any role in its &#8220;murder&#8221;.<\/p>\n<p>&#8220;I sat there (in Parliament) for four hours and I am the one who gave him the opportunity to present the report,&#8221; Ms Kadaga said. &#8220;During the actual debate I was not there.&#8221;<\/p>\n<p>Mr Nandala, who will on Thursday face Ms Kadaga for the Speaker&#8217;s job, said he was surprised Ms Kadaga is attempting to exonerate herself from the failures of the last Parliament.<\/p>\n<p>&#8220;She has been part of the status quo,&#8221; Mr Nandala said. &#8220;They (Ms Kadaga and Mr Ssekandi) have been together for the past years and they have failed the House. Parliament has lost it&#8217;s authority and integrity because of these two individuals.&#8221;<\/p>\n<p>Mr Mafabi said President Museveni and his ruling party were trying to interfere in the process of electing the Speaker, arguing that it is Parliament, not NRM caucus that is constitutionally mandated to choose the office holder.<\/p>\n<p>Mr Mafabi&#8217;s comment comes after the NRM caucus, which sat at State House in Entebbe on Sunday, endorsed Ms Kadaga for the post of Speaker of Parliament after Mr Ssekandi stepped down in what he described as &#8220;the spirit of continued consensus in the National Resistance Movement&#8221;.<\/p>\n<p>According to Mr Mafabi, Ms Kadaga cannot work independently because &#8220;it is clear that she is the candidate of State House not a candidate agreed upon by the members of Parliament&#8221;<\/p>\n<p>&#8216;You cannot be endorsed by the State House and you claim that you will serve the House with an independent mind. She will end up serving the interests of those in State House.&#8221;<\/p>\n<p>But Ms Kadaga said although she was fronted by her party, it is MPs who will elect her and not State House. &#8220;If the opposition don&#8217;t caucus their proposals, that&#8217;s their problem, we are a different party. All the members are going to vote for me and I will beat him.
