Better economic conditions are an important foundation on which to build peaceful development and democracy, she said.<\/p>\n<p>The Chancellor discussed the situation in Egypt, Tunisia, Libya and Syria with Amr Moussa on May 10, 2011.<\/p>\n<p><strong>Resolving questions at international level<\/strong><\/p>\n<p>Germany is working to ensure systematic support for countries in which people are fighting for liberty. The German Government would like this support to be channelled through the EU&#8217;s European Neighbourhood Policy.<\/p>\n<p>Many questions, however, will be relevant not only in European deliberations, but also at the G8 summit due to be held in France in May. Two examples will be the question of how to offer Egypt economic support, and which Egyptian partners offer the best prospects for cooperation.<\/p>\n<p><strong>Economic development as the key<\/strong><\/p>\n<p>&#8220;I really see economic development as the key,&#8221; Angela Merkel stated one day earlier to foreign correspondents. The young population of North Africa and the Arab world expects prospects for themselves and for their development.<\/p>\n<p>The transition to greater democracy does not always run smoothly. The Chancellor expressed her hopes that the forces of change are equal to overcoming and resolving the problems that will be encountered on the road.<\/p>\n<p><strong>Sanctions against Syria<\/strong><\/p>\n<p>In Syria, the regime continues to take an extremely harsh line with demonstrators. The international community condemns the continued human rights violations, and the EU has now imposed sanctions on Syria.<\/p>\n<p>German Foreign Minister Westerwelle has decided to establish a German liaison office in Benghazi. At the beginning of the week, an experienced diplomat was chosen to head the office. In the next days, a German mission will arrive in Benghazi to clear up all the practical questions involved in the opening of a liaison office.<\/p>\n<p>The goal of the German liaison office is to establish continuous contact with the Interim National Council there and to assist the German support measures for the population of eastern Libya.<\/p>\n<p>Germany has already made available seven million euro in humanitarian aid for Libya.
