Maputo \u2014 Mozambican Prime Minister Aires Ali said in Maputo on Thursday that the government will continue working to “humanise” the country’s health services.<\/p>\n

Speaking in the country’s parliament, the Assembly of the Republic, at the end of a two day question and answer session between the deputies and the government, Ali said that the government is committed to the urgent establishment of “Health-Community Liaison Committees”.<\/p>\n

The purpose of these bodies would be “to coordinate health work between the communities and the National Health Service and at the same time encourage the participation of all in this process, in order to increasingly humanize the health services and their relationship with the people”.<\/p>\n

Ali pledged that the government will continue to build new reference hospitals, such as the one that opened recently in the northern port of Nacala, and the one under construction in the southern city of Matola.<\/p>\n

The government would also continue to rehabilitate, equip and modernize existing health units “and above all we shall continue training the staff needed to meet the demand and at acceptable standards”.<\/p>\n

He added that the government would “improve the management of hospital services and ensure the timely provision of medicines”.<\/p>\n

“There is no doubt that today the social pressure on health staff is enormous”, said Ali, “and we must therefore recognise and praise the efforts, the selfless work and the patriotism that health workers have shown in keeping the National Health Service active and always ready to come to our aid”.<\/p>\n

The Prime Minister warned that the overall trend internationally remains one of increased fuel and food prices. The Mozambican response, he insisted, must be one of “increasing national production and productivity, taking advantage of the great potential that our country possesses”.<\/p>\n

In this context, the government “will continue reforms to improve the business environment and to attract ever more national and foreign investment”, he added.<\/p>\n

He defended the measures announced by the government to mitigate the impact of the cost of living on the poorest sectors of the urban population. These include a basket of subsidised foodstuffs for anyone earning less than 2,500 meticais (82 US dollars) a month, and subsidised transport passes for workers and students.<\/p>\n

“We are convinced that with the involvement and participation of everyone, we can overcome the obstacles that the measures face, including the skepticism in some quarters as to their effectiveness”, said Ali. “It would be worse if the government were to remain indifferent to the suffering of the people, particularly those hit hardest by the crisis”.<\/p>\n

He stressed that the government measures “are temporary and transitional”, intended to allow “employers and workers to reorganise themselves and to find alternative ways of producing and of improving their income”.<\/p>\n

Towards the end of the debate deputies of the former rebel movement Renamo gave up all pretence of seeking answers from the government to serious questions and launched bitter personal attacks against President Armando Guebuza.<\/p>\n

Armindo Milaco blamed Guebuza personally for alleged attacks against Renamo offices, and claimed that Guebuza “wants to kill (Renamo leader) Afonso Dhlakama”.<\/p>\n

He recycled claims that Guebuza has a finger in every economic pie in Mozambique, apparently unaware that the source for these claims, diplomatic cables signed by former US charge d’affaires Todd Chapman, and published by the whistle-blowing website Wikileaks, has been comprehensively discredited.<\/p>\n

Chapman put most of the wilder claims about Guebuza’s alleged business empire into the mouth of a businessman who is easy to identify, and who told AIM that he had never spoken to Chapman about any of these issues.<\/p>\n

Some of the claims show a woeful ignorance of the Mozambican economy both by Chapman and by his Renamo admirers. Thus Milaco happily repeated the Chapman claim that “Guebuza also has a share in Maputo Corridor Logistics Initiative (MCLI) which controls the toll road from Maputo to South Africa”.<\/p>\n

But Guebuza cannot have “a share” in the MCLI because it is not a company. It is a non-profit making organisation, which brings together South African and Mozambican companies and investors in a drive to increase the use of the road and rail links between Maputo port and South Africa. It does not control the toll road, either – Chapman had confused it with Trans-African Concessions (TRAC), the South African company that really does run the Maputo-South Africa motorway.<\/p>\n
