\nAccra , May 11, GNA – Although the 2011 budget statement gives recognition to the water and sanitation sector as a priority of government, funding does not reflect this commitment.<\/p>\n
This has had made it difficult for the sector ministries to fully implement the policies stipulated in the Sanitation and Water for All (SWA) Compact, which calls for adequate investment to address issues pertaining to sanitation and the provision of water.<\/p>\n
Mr Benjamin Arthur, Executive Director of the Coalition of NGOs in Water and Sanitation (CONIWAS), said this on Wednesday at a press conference on government’s commitment to the sector.<\/p>\n
He noted that a total of GH\u00a22.4 billion was required to enable the country to meet the SWA Compact.<\/p>\n
“The current crisis in the water and sanitation sector, if not addressed, will continue to have serious repercussions on our overall economic development,” he said.<\/p>\n
Mr Arthur noted that Sub-Sahara Africa alone loses five per cent of its Gross Domestic product (GDP), $28.4 billion, yearly due to productivity losses and diseases related to unclean water and poor sanitation.<\/p>\n
He noted that although under the SWA Compact, government was expected to invest $200 million annually towards sanitation and water improvements to meet targets of the MDGs on Water and Sanitation, this did not reflect in the 2011 budget.<\/p>\n
Mr Arthur said an additional allocation of $150 million annually towards hygienic treatment and disposal of seepages and faecal sludge as well as storm-water management had all not been met considering the amount allocated to the Sanitation and Water sector.<\/p>\n
“Our analysis indicates that the percentage share of the water sector budget in relation to the total amount given to the Ministry of Water Resources, Works and Housing is about 25 per cent.”<\/p>\n
“However, this constitutes 2.8 per cent of the total national budget for 2011 and for GDP, it is 0.86 per cent,” he explained.<\/p>\n
Mr Arthur urged the government to take the Water, Sanitation and Hygiene (WASH) sector seriously and invest more into it and not to depend totally on donors.<\/p>\n
“The fact that donors are financing zero per cent of the 2011 sanitation budget does not speak well of a good partnership,” he added.<\/p>\n
